The incumbent is a senior mobility and transportation officer for the Montana VA Healthcare System (MTVAHCS) Veterans Transportation Service (VTS) with multiple sites of care and supported catchment areas. The incumbent participates with all levels of management in the planning, analyzing, implementing, establishing and monitoring of programs and protocols pertaining to the scheduling of routine, urgent and emergent transportation for Veterans.

Duties

Establishes performance standards and evaluates the performance of subordinate supervisors, makes determinations on grievances, recommends training, and approves leave of subordinate supervisors. Oversees the daily operation of the unit, ensures that agency policies and priorities are being followed; develops performance standards; and evaluates work performance of subordinates. Knowledge of contracting methods and contract types for development of acquisition strategy in order to plan and carry out long-term pre-award and post-award contracts. Knowledge and skills sufficient to manage the multiple service contracts. Knowledge of basic bookkeeping, record keeping and mathematical computation skills sufficient to maintain/retrieve records, compute statistics and ensure accuracy of varied reports and projects. Knowledge of automated personal computer systems and software (Microsoft Excel, Word, PowerPoint, etc.) sufficient knowledge to create, enter, store, and analyze data, as well as establishing and maintaining organization systems within shared drives for the purpose of connectivity, prepare and generate varied documents, complete reporting requirement. Experience in written communication skills must be evident in order to develop a wide range of written products such as reports, memoranda, presentations, etc. on the subject that are often highly sensitive, complex and/or controversial. Asserts personal initiative to find and develop ways to improve work processes, productivity and increase quality of work to meet the mission of the Medical Center. Uses problem solving and creative thinking skills to identify issues. Must use sound reasoning and judgment to evaluate alternatives and find solutions to a variety of issues. Oversee the expansion of operations and the program as a whole. Hears and resolves complaints, referring group complaints and major concerns to higher level manager; effects disciplinary actions, such as counseling, admonishment, reprimand, refers and recommends actions to higher authority in more serious cases. Routinely displays courteous and respectful behavior to all customers. Greets others with a smile; acknowledges presence of others and uses appropriate salutations. Projects a positive and professional image of the Medical Center. Provides advice that is timely, responsive, and accurate. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/23/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Individual Occupational Requirement - This series has the following Individual Occupational Requirement: You may qualify based on your experience/education as described below: Undergraduate and Graduate Education: Major study -- accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position. OR, Specialized Experience (for positions above GS-5): Experience that demonstrates a knowledge of the transportation function(s) of the position to be filled. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Implementing local center policy and procedures based on facility, VISN, and VHA guidance. Conducting contract audits, compliance reviews and program effectiveness and efficiency reviews based on self-developed and nationally developed standards, of all facility activities to ensure services are provided and comply with all applicable laws, rules, regulations, directives, and procedures; Providing expert technical and analytical advice to executive leadership; Ability to coordinate and evaluate the efforts of subordinate's staff to identify specific requirements and to develop and adjust plans and schedules for the actions needed to meet each requirement on time; Initiating and preparing contracts to secure adequate resources to facilitate operations to include determining appropriate costs, performing costs analysis, soliciting bids; Knowledge of basic bookkeeping, record keeping and mathematical computation skills sufficient to maintain/retrieve records, compute statistics and ensure accuracy of varied reports and project; Possessing excellent written and oral communication skills to develop reports, memorandums, and present information to internal and external organizations. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree or successfully completed two (2) full years of progressively higher level graduate education leading to such a degree, LL.B or J.D. in a related field of the position to be filled (i.e., hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration). Education at the graduate level must have been obtained in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of graduate level education (beyond the first year) and specialized experience as described above, to meet the total experience requirements. Physical Requirements and Work Environment: Work is generally sedentary, usually performed in an office environment.
