About the Position: Serves as a senior analyst in the Chicago District Planning Branch, with responsibility for completing major economic evaluation studies and assessments, as well as other types of socio-ecologic-economic analyses, which are critical to the planning and evaluation of civil works projects in the District.

Duties

Conducts analyses of the economic costs, benefits, feasibility and impacts of proposed District projects. In coordination with the senior economist, develops and applies both qualitative and quantitative research and analytic designs and methods for specific assignments in conducting economic studies. Completes economic evaluation studies and assessments, as well as other types of socio-economic analyses. Prepares written memoranda, study documentation, and formal reports to present and describe the components of each analysis and study conducted. Communicates with project team to present and discuss economic elements of projects with public. Participates as a member of interdisciplinary project teams which involves an understanding of other technical disciplines. Coordinates assigned studies with District project managers and other technical units to ensure effective completion.

Qualifications for the GS-11: One year of specialized experience which includes gathering, researching, and reviewing economic data related to flood risk management, navigation, ecosystem restoration, water supply, and other water resource related efforts; Reviewing and looking at economic studies for the feasibility of various alternative plans and suggesting changes; Observe computer modeling tools and techniques to analyze and evaluate economic data, quantify project benefits, and support the planning process. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: [insert applicable field(s) of study. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Qualifications for the GS-12: One year of specialized experience which includes gathering, researching, and analyzing economic data related to flood risk management, navigation, ecosystem restoration, water supply, and other water resource related efforts; Conducting economic studies examining the feasibility of various alternative plans and documenting respective findings to support recommendations within the decision document; Applying computer modeling tools and techniques to analyze and evaluate economic data, quantify project benefits, and support the planning process.
