About the Position: Serve as an Economist Regional Technical Specialist with the U.S. Army Corps of Engineers, Great Lakes and Ohio River Division. This is a competitive upgrade to an encumbered position, no vacancy exists. Selectee remains at their current LRD District location.

Duties

Serve as subject matter expert on cost-benefit analysis, economic impact analysis, and risk analysis to support the comprehensive evaluation of Great Lakes navigation projects. Develop methodologies associated with water resources economics for subjects such as risk and uncertainty, the reuse of dredged material, system-wide evaluations, and comprehensive assessment and documentation of benefits in decision documents. Assignments involve work in a broad range of activities and highly specialized Great Lakes navigation plan formulation and evaluation functions. Work closely with multidisciplinary teams to develop needed economic data and models. Serve as the Division expert in technical review, modeling, and scoping and executing risk-informed economic evaluations to address Great Lakes navigation project benefits and impacts across a full array of benefit categories. Evaluate and resolve plan formulation and policy problems through discussions with HQ, MSC, other Federal and non-Federal agencies and Corps labs. Recommend solutions to problems that may involve technical and administrative changes.

Current Civilian Employees of the Organization In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Basic Requirement for Economist: A. Degree: Bachelor's degree (or higher degree) in economics that includes 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus. OR B. Combination of Education and Experience: Courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education. Specialized Experience: One year of specialized experience which includes cost-benefit analysis, economic impact analysis, and risk analysis to support the comprehensive evaluation of navigation projects; complete economic evaluation studies and assessments critical to the planning and evaluation of civil works projects; and develop methodologies associated with water resources economics You will be evaluated on the basis of your level of competency in the following areas: CommunicationsPlanning and EvaluatingProblem SolvingTechnical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
