The primary purpose of this position, ELECTRONICS TECHNICIAN ATCALS), GS-0856-09 Target 12 is to provide technical expertise to maintain and certify Air Traffic Control and Landing Systems (ATCALS).
Duties
Provides certification and maintenance support on a variety of integrated radar and communications systems ensuring
their compliance with USAF and Federal Aviation Administration (FAA) established standards and safety
requirements.
Modifies radar and communications systems as prescribed by the FAA, DoD, or AF.
Participates in project planning and execution.
Provides technical guidance, training, and assistance to other technicians and conducts on-the-job (OJT) training to
apprentices in all phases of work.
Utilizes safety practices and procedures following established safety rules and regulations and maintains a safe and
clean work environment.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, to include the Industrial Engineering Technical Series. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
TARGETED POSITIONS: This position is a developmental (e.g.: GS-09 Target GS-12) position. This position may be filled at any grade level. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. Starting salary indicated on this vacancy announcement is for the (GS-09). Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. Promotion is neither implied nor guaranteed. This position may be subject to a formalized training program and pay retention of 150% of the maximum rate of the basic pay is authorized for candidates requesting a Voluntary Change to lower Grade. Military Spouse candidates exercising their preference will be placed at the full performance level, if considered to be best qualified and selected.
GS-09
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-07, or equivalent in other pay systems and is described in detail in my resume. Examples of specialized experience includes aiding with the utilization of schematic diagrams, various testing instruments, and relevant electronic formulas to perform tasks such as testing, troubleshooting, modifying, designing and developing electronic equipment; assist with developing policies, standards, procedures for maintenance, installation, or similar functions, and understanding the theories and principles in electronic systems and equipment to aid in the analysis, evaluation, fact-finding, and investigative techniques in order to gather data, identify factors, and recommend a solution from a number of possible alternatives; perform studies and assist with preparing reports, documentation, and correspondence to communicate factual and procedural information clearly. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

EDUCATION: Applicants must successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. NOTE: You must submit a copy of your transcripts.

GS-11
SPECIALIZED EXPERIENCE: Within 120 days of the closing date of this announcement, Applicants must have at least one year of specialized experience which is equivalent to Federal experience at the next lower grade (GS-09) level or equivalent (grade level, pay schedule, pay band, etc.) and is described in detail in my resume. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Ability to modify standard procedures, adapt equipment or techniques, and make departures from previous approaches to solve technical problems, improve system performance for highly complex electronic systems; to trace electronics logic from one system to another; and establish and maintain effective working relationships to represent the organization.
Ability to rank priorities, make accurate and quick decisions that support the unit mission and the safety of flight on the UTTR regarding equipment operation.
Comprehensive knowledge of a wide range of electronics principals and theories, capabilities and limitations of electronic systems associated with air traffic control, weather radar equipment; of systems and component design, capabilities, configurations, limitations, and functional operation; and of various types of electronics logic.
Knowledge of and experience working with a wide variety of complex and integrated ATCALS and C-E equipment; familiarity of applicable laws, regulations, policies, methods, and procedures of a wide range of electronics principles and theories, capabilities, limitations, and interrelationships of electronic systems associated with air traffic control; and knowledge of all applicable safety regulations, procedures, and practices.
Skill in the interpretation of technical data such as drawings, schematics, blueprints, and specifications of complete electronic systems; in analyzing problems in integrated/interfacing systems involving numerous complex circuits; the proper sequence of steps in troubleshooting systems(s) circuits; and in using complex electronic and electromechanical test and measuring equipment using integrated test functions.
Education
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

PHYSICAL DEMANDS: Work requires recurring physical exertion by lifting and carrying, with assistance, heavy objects weighing 25 pounds or more; climbing tall ladders to work on equipment; working in cramped or restricted areas; and working on equipment located in
rocky mountainous terrain. Work requires regular visits to outdoor sites where terrain may be rough, uneven, or rocky.
WORK ENVIRONMENT: Work is in ATCALS and C-E facilities, some of which are located on remote mountaintop sites where conditions cannot be controlled. Extremely hazardous travel conditions (snow, sleet, rain, mud, rock, white-outs, and landslide danger) on steep,
unimproved, rough, narrow, mountainous roads under desert and arctic environments are encountered when traveling to remote
sites. Works with high voltage and precision measuring equipment.
