About the Position: Serves as an Education Services Specialist responsible for management of assigned Army Continuation Education System (ACES) program(s), in the G1 HR Directorate Soldier Education & Transition Division, Installation Management Command (HQ IMCOM), located at Fort Sam Houston, TX. This is a Developmental position may be filled at the GS-12 or GS-13 grade level.

Duties

Provides input for IMCOM Region budgetary needs for the conduct of the Army-wide ACES programs. Demonstrated skill in written and verbal communications to explain/defend status of project, make presentations in public forums, etc. Ability to serve as trainer and consultant for the collaborative tools. Maintaining effective working relationships with both internal and external customers to serve as a point-of-contact for assigned projects. Plan and develops experimental programs, evaluates results, and uses the findings in planning, developing, and installing new or modified programs.

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • This position has a Temporary Duty (TDY) or business travel requirement of 30% of the time.

Basic Requirement for Education Services Specialist: Degree: Bachelor's degree (or higher degree) that included or was supplemented by at least 24 semester hours appropriate to the position to be filled in one or a combination of the following areas, with at least one course from (1) or (2). (1)Tests and measurement: Study of the selection, evaluation, administration, scoring, interpretation, and uses of group and individual aptitude, proficiency, interest, and other tests; (2) Adult education: Study of the adult as a learner, teaching-learning theories for adults, models and procedures for planning, designing, managing, and evaluating adult learning activities; (3) Educational program administration: Study of the foundation and methods in organizing for adult and continuing education programs; (4) Curriculum development or design: Study of the principles and techniques for development of curricula for adult or vocational education programs; (5) Teaching methods: Study of teaching strategies and learning styles of the adult learner; (6) Guidance and counseling: Study of the purposes and methods in counseling and guidance, the role of the counselor in various settings, approaches to counseling, and the uses of tests in the counseling situation; (7) Career planning: Study of career development, learning activities, systems, approaches, program coordination, use of educational and community resources, and vocational counseling systems; OR (8) Occupational information: Study of theories of occupational choice and vocational development and their application to the guidance process. Identification and utilization of various types of occupational information and resources. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience GS-12: One year of specialized experience which includes experience assisting with education practices in order to administer and evaluate education activities within a large installation; determine training needs, provides data in preparation of program and budget goals, performance factors and executes the Army Continuing Education System (ACES) program effectiveness. Assists with planning and developing local policies, goals, and objectives, of the education services and the credentialing/licensure program, IAW policies, regulations, and Department of Defense Instructions. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-11). Specialized Experience GS-13: One year of specialized experience which includes experience in education practices in order to administer and evaluate education activities within a large installation; determine training needs, provides data in preparation of program and budget goals, performance factors and executes the Army Continuing Education System (ACES) program effectiveness. Determines the education needs of installation personnel through needs assessments, interest inventory surveys, discussions with Commanders, and students. Experience in planning and developing local policies, goals, and objectives, of the education services and the credentialing/licensure program, IAW policies, regulations, and Department of Defense Instructions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). You will be evaluated on the basis of your level of competency in the following areas: Education ManagementEducational Service ProgramsManagement Tools Time in Grade Requirement GS-12: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). Time in Grade Requirement GS-13: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
