About the Position: This position is located at Fort Sam Houston, Texas. Serve as the professional Education Counselor in the Army Continuing Education System (ACES) Program.

Duties

Conduct educational briefings for groups or units to inform them of the educational program. Provide counseling to military personnel, their dependents and civilian personnel. Monitor individual soldiers to ensure educational progress. Establish plans for individuals to meet their goals.

Basic Requirement for Guidance Counselor at the GS-09 grade level or equivalent pay band in the Federal Service: Basic Education Requirement for Guidance Counselor positions:A Bachelor's degree or higher that included or was supplemented by at least 24 semester hours appropriate to the position to be filled in one or a combination of the areas described below. At least one course must have been from (1) Tests & Measurement or (2) Adult Education to meet the basic education requirements. 1. Tests and Measurement: Study of the selection, evaluation, administration, scoring, interpretation, and uses of group and individual aptitude, proficiency, interest, and other tests. 2. Adult Education: Study of the adult as a learner, teaching-learning theories for adults, models and procedures for planning, designing, managing, and evaluating adult learning activities. 3. Educational program administration: Study of the foundation and methods in organizing for adult and continuing education programs. 4. Curriculum development or design: Study of the principles and techniques for development of curricula for adult or vocational education programs. 5. Teaching methods: Study of teaching strategies and learning styles of the adult learner. 6. Guidance and counseling: Study of the purposes and methods in counseling and guidance, the role of the counselor in various settings, approaches to counseling, and the uses of tests in the counseling situation. 7. Career planning: Study of career development, learning activities, systems, approaches, program coordination, use of educational and community resources, and vocational counseling systems. 8. Occupational information: Study of theories of occupational choice and vocational development and their application to the guidance process. Identification and utilization of various types of occupational information and resources. In addition to the basic education requirement, for all guidance counselor positions, a college or university-sponsored practicum in counseling is also required. AND In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes (1) Providing professional Education Counselor in the Army Continuing Education System Program, (2) Providing the full range of general educational and career development counseling to both military and civilian personnel of the installation/activity, (3) Schedules, analyzes and interprets the test results as required in subsequent counseling sessions to assist the-individuals in making a realistic self-appraisal of their needs and desires, (4) Prepares/conducts educational briefings for groups or units to inform them of the entire educational program. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education Substitution for Specialized Experience: To qualify based on your education you must have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Science in Psychology, Guidance Counselor, and Education and Counseling. (Note: You must attach a copy of your transcripts.) OR Combination of Experience and Education Substitution for Specialized Experience: To qualify based on a combination you must have specialized experience as described in A, but less than one year; and at least one year of graduate education as described in B, but less than the required two years. You must compute the percentage of the requirements that you meet, and the total must be at least 100% (To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.). (Note: You must attach a copy of your transcripts.) Note: For guidance counselor positions, a college or university-sponsored practicum in counseling is also required. (Please provide documentation of your practicum.) You will be evaluated on the basis of your level of competency in the following areas: Education ManagementEducational and Vocational TestingEducational Service ProgramsManagement Tools Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).
