This position is located at Bureau of the Fiscal Service, Retail Securities Services (RSS), Division of Customer Service (DCS). As a Senior Customer Service Specialist, you will act as a technical advisor by providing seasoned consultative services on the most difficult and complex issues regarding Treasury securities being raised within DCS.
Duties
The following are the duties of this position at the GS-12. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties and will receive training to help you grow in this position.
Offer technical guidance and assistance in the investigation of transactions where the outcome may result in a loss to the Treasury, accounts receivables are collected, or fraudulent activity occurs.
Provide technical guidance and assistance to the training staff and employees by serving as a Subject Matter Expert (SME) in the preparation of training materials, attending training class to assist with inquiries, and serving as a mentor following training.
Participate in special projects with the purpose of seeking procedural and systematic improvements to process Treasury securities transactions.
Serve as a point of contact for Congressional Offices, Treasury Executives, Senior Management, other Fiscal Service personnel, employees of other agencies, legal counsel, individual owners of securities, legal representatives, financial institutions, and federal agencies to provide guidance and information about Treasury securities and all related transactions.
Examine electronic case files, legal evidence, and documentation of varied nature to provide guidance to other Fiscal Service and Federal Reserve Bank (FRB) personnel, resolve complex problems, establish entitlement to securities and official information, and to process transactions.

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility at the GS-11 level in the Federal service or equivalent, which have equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience includes performing work analyzing a wide range of legal evidence to accomplish Treasury security claim determinations.
Examples of Specialized Experience could include:
- Applying a body of regulations to determine legal status of documents. OR
- Communicating with customers to defend adverse decisions regarding payment.
For the GS-11, you must have one year of specialized experience at a level of difficulty and responsibility at the GS-09 level in the Federal service or equivalent, which have equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience includes performing work analyzing customer requests and supporting evidence to process security transactions in accordance with Treasury securities regulations.
Examples of Specialized Experience could include:
-Working in a customer service environment processing transactions for Treasury securities; OR
-Communicating verbally or in writing with customers concerning discrepancies with Treasury securities.
OR
You may substitute education for specialized experience as follows: A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. if related
OR
You may qualify on a combination of education and experience. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-12, you must have been at the GS-11 level for 52 weeks.
For the GS-11, you must have been at the GS-09 level for 52 weeks
