This position is located in the Office of the Program Executive Director (PED), Program Integration Office (PIO) in the Department of Veterans Affairs (VA) Electronic Health Record Modernization Integration Office (EHRM IO), within the Office of the Deputy Secretary of VA (DEPSECVA), where the incumbent is assigned to the Program Control Office and serves as a Program Specialist in performance of duties as a Contracting Officer Representative.
Duties
Major Duties:
This position is located in the Program Management Office, Program Control for the Department of Veterans Affairs (VA) Electronic Health Record Modernization Integration Office (EHRM-IO), within the Office of the Deputy Secretary of VA (DEPSECVA), serves as a Program Specialist in performance of duties as a Contracting Officer Representative required work in completion of a contract to include market research to establish technical requirements or identify potential contractors; advise on or determine a need for a product or service; analyze technical requirement of the product or service, and help prepare the statement of work (SOW) and other terms and conditions of the solicitation. Performs a variety of analytical, planning, evaluative and advisory functions concerning EHRM-IO contract operations in monitoring the contractor's compliance with submitting deliverables
Work Schedule: Monday-Friday 8:00am-4:30pm Tour of duty will be determined based on organizational needs.
Compressed/Flexible: Available at the Manager's Discretion.
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position is eligible for telework up to 50% each pay period.

Travel Required: Up to 25% travel may be required as needed for this position.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/26/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
This position has a Selective Placement Factor: The Selective Placement Factor for this position is: One year of experience in budget concepts, methods, and techniques to form, execute, and administer financial management of funds for a large complex healthcare system (military, federal, state or private) comprised of multiple medical centers, clinics, and administrative services.

You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Work that involves analytical ability, judgment, discretion, and knowledge of a substantial body of administrative or program contract principles, concepts, policies, and objectives; and communicating ideas clearly, both orally and in writing. Skills such as advanced contract management analytics, research, and writing ability, that requires the application of judgment typically demonstrated by substantial, progress experience attained at facility-wide, network or national level programs.

Physical Requirements: Work is basically sedentary and requires no special physical demands. It may involve some walking, standing, bending, or carrying light items. Travel by car, plane, and/or train may be required but not to exceed 10%.
