This position, located on the Superior National Forest, is a temporary promotion intended to last up to three years. It will not be made permanent.
Responsibilities include managing and coordinating projects of various scope for the unit. Providing project leadership, organization, collaboration, and National Environmental Policy Act (NEPA) compliance.

Duties
Orchestrates, organizes, and implements complex projects such as prescribed burning and forest restoration projects through coordination.
Periodically revises project operations for consistency with strategies and timeframes.
Collaborates with Interdisciplinary Team (IDT) members to understand project intent and how it fits with larger goals and objectives
Coordinates with resource management planning efforts with internal specialists and external agencies, partners, permittees, and project proponents.
Revises project plan and operations for consistency with strategies, National Environmental Protection Act (NEPA) compliance, and project emphasis.
Develops, organizes, and implements functional long-range planning and short-range action plans.
Responsible for ensuring expenditures are legal, meet charged-as-worked, and remain within budget limits.
Coordinates and ensures completion of project budgeting, cost recovery and other applicable agreements.
Plans the work to be accomplished by the unit, assigns work to employees, and establishes production or quality standards for the unit’s work.
Establishes and communicates guidelines and performance requirements to employees; conducts formal performance reviews; and identifies and provides for the developmental and training needs of employees.
Performs supervisory duties at least 25% of the time.
Requirements

Qualifications

Specialized Experience Requirement:
For the GS-09: You must have one year specialized experience equivalent to the GS-09 in the Federal service. Examples of specialized experience is defined as meeting two or more of the following: Developing complex natural resource project plans of various scale to include the research, planning, and implementation stages; coordinating projects among stakeholders (forest program areas; local, county, and state representatives; civic groups; general public; etc.) to ensure achievement of goals; conducting analytical evaluations of a natural resources program ensuring compliance with National Environmental Protection Act (NEPA) guidelines, budgetary constraints, and project goals.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
OR
3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in related field.
OR
A combination of graduate level education (beyond 36 semester hours) and specialized experience that is directly related to this position that together meets the qualification requirements for this position.
TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
This requirement must be met by the closing date of this announcement.
