The employee will serve as a Senior Human Resources Specialist (Employee and Labor Relations) at the Office of Human Resources Management (OHRM). In this role, the incumbent will provide a wide range of Employee and Labor Relations (ELR) advisory services to managers and staff.
Duties
Position Overview
The Senior HR Specialist (ELR) is responsible for consulting with managers and staff on issues related to the implementation and administration of the Agency's collective bargaining agreement, including grievance processes. This role will also provide guidance and counseling to managers on employee relations issues as well as on the applicability of policies and procedures to complex employee relations challenges.
The Senior HR Specialist (ELR) will coordinate the development and implementation of relevant ELR policies as well as participate in bargaining and other labor and employee relations activities.
Major Duties & Responsibilities
Collaborate with managers, supervisors, and agency legal staff to draft counseling letters, reprimands, disciplinary actions, performance improvement plans and proposed and final decisions on adverse actions.
Assist in developing strategic long-range labor relations operating policies, directives, and regulations.
Counsel employees on rights and responsibilities associated with general workplace concerns and management actions, including the right to appeal or grieve disciplinary or performance actions.
Review and prepare comments on pending or proposed legislation in labor relations areas and recommend positions and viewpoints that indicate the effect the proposed legislation will have on existing agency labor relations policies.
Work directly with management and staff to provide information and guidance on a full spectrum of human resources (HR) policies, programs, processes, and procedures including, but not limited to: Workplace Schedules, Telework, Absence and Leave, Domestic Violence and Workplace Violence, Administrative Grievance Policy, and Conduct and Discipline Policy.
Develop policies and procedures to enhance the employee/labor relations program, including for the conduct and discipline program and related programs that are used throughout the agency.
Provide management with advice and guidance on employee conduct, performance, and discipline both as requested and proactively to ensure compliance with relevant HR and workplace policies.
Counsel and provide guidance to staff at all levels, including employees facing disciplinary actions and senior level leaders addressing employee concerns.
Build strong, ongoing working relationships with a variety of colleagues (i.e. performance management professionals, security professionals, etc.) and leverage those relationships, when necessary, in the resolution of employee relations issues.
Deliver difficult messages to both employees and managers on highly sensitive issues related to conduct, discipline, or other employee relations issues while ensuring consistent and appropriate levels of professionalism, tact, and empathy.

You may qualify for your desired series and grade level if you meet the following qualification requirements:
MINIMUM QUALIFICATIONS:
Minimum Qualification EL-13: Applicants must have 52 weeks (one-year) of specialized experience equivalent to the next lower grade level as described below.
Experience: I qualify for the EL/GS-13 because I have at least 52 weeks of specialized experience at the EL/GS-12 or equivalent demonstrating work experience with the statements described below.
Examples of specialized experience include:
Providing advice and assistance to employees and managers on labor and employee relations laws, regulations, policies, and principles related to conduct, performance, attendance, and dispute resolution (may include Workplace Schedules, Telework, Absence and Leave, Domestic Violence and Workplace Violence, Administrative Grievance Policy, and Conduct and Discipline Policy).
Communicating agency-wide employee and labor relations policies and procedures to management and staff of the local organization or organizational segments serviced.
Presenting briefings and/or training sessions to management pertaining to employee/labor relations topics (e.g. performance appraisals, disciplinary actions).
Drafting documentation and other materials for employee/labor relations issues, which may include disciplinary actions, counseling letters, performance improvement plans, workplace policies, and other materials).
Time-In-Grade: Current or former Federal government employees who have held an EL/GS position in the preceding 52 weeks, must meet the time-in-grade requirement.
To be eligible for the EL-13 position, applicants must have served 52 weeks as an EL/GS-12 or higher in the Federal Service.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
