As an Instructional Systems Designer, in the Office of Human Capital, Learning and Development's Educational Program Development unit, you will be responsible for the design, development, and continual monitoring and maintenance of training and performance support program materials and content.
Duties
As an Instructional Systems Designer, you will:
Design, develop, and monitor and maintain training and performance support program course content and materials.
Perform course maintenance and monitoring of existing content. Maintain a list of recommendations following the analysis, monitoring, and maintenance of projects.
Collaborate with the Senior Instructional Systems Designer(s) on the identification of project resource needs; the design and delivery of presentations and/or demonstrations for senior management, internal and external customers, and peers; and the creation of assessment vehicles to measure participant success in achieving learning goals and objectives.
Provide critical support to the Senior Instructional Systems Designer(s) on job task and gap analysis to identify customer needs and training requirements.
Qualifications
You must meet the following requirements within 30 calendar days after the closing date of this announcement:
Basic Requirements for the Instructional Systems Series 1750:
Degree: that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas:
Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material.
Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness.
Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments.
Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training.
Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.

Specialized Experience:
You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the NB-IV level to qualify for the band level NB-V.
The experience may have been gained in the public sector, private sector, or through volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
Examples of specialized experience for the position includes:
Conducting research to identify potential training gaps; AND
Designing, developing and/or maintenance of instructor-led and eLearning courses; AND
Planning, coordinating and/or developing circulum guides for courses, e.g., instructional materials, audio-visuals, etc.
