As the Manager of Instructional Analysis and Design in Educational Program Development, you will be responsible for leading curriculum management and instructional development teams in all aspects of training analysis, design, development, initial implementation, and evaluation.
Duties
As a Supervisory Instructional Systems Specialist, you will:
Serve as head of instructional analysis and design for the Educational Program Development's training needs analysis and ongoing course maintenance, solutions design and design documentation, mandatory, and just-in-time training functional groups;
Collaborate with Continuing Education's Training Operations' management team on training implementation;
Perform a variety of administrative and supervisory duties, including: preparing regular reports, project management, senior level advice and counsel on ISD matters, evaluating production and quality of work produced, maintaining and tracking the annual budget, conducting regular employee performance appraisals and holding staff accountable to objectives and standards, hearing and resolving complaints, developing staff and leading the annual individual development process for assigned employees, and taking disciplinary actions when necessary;
Serve as a technical subject matter expert for solution-wide application of the Instructional Systems Development (ISD) process. Lead the implementation and ongoing review and revision of policies, models, standards, documentation, and processes to ensure OCC training and performance support products meet minimum standards of excellence and consistency in terms of instructional design integrity, 508 compliance, and learning measurement; and
Model OCC standards and norms for leadership, collaboration, and teamwork through individual efforts, as well as unit, team, or functional activities. Interact regularly with senior management and peers on complex or technically detailed processes to establish best practices to meet organizational goals and objectives. Share knowledge and provide guidance to others through on-going education and assistance with written and oral presentations, research publications and reports, award submissions, white papers and popular press articles.

Basic Requirements:
Degree: that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas:1. Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material.2. Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness.3. Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments.4. Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training.5. Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.
In addition to the requirements described above, the following additional experience is required:
Specialized Experience:
You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the NB-V or GS-13 level to qualify for the band level NB-VI.2.
Examples of specialized experience for this position include:
Working with Subject Matter Experts (SMEs) to define learning requirements and content;
Leading the activities of a project or team;
Designing and developing training materials; AND
Reviewing job tasks and gap analysis to identify customer needs and training requirements.
The experience may have been gained in the public sector, private sector, or through volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
