This position is assigned to the Department of Transportation (DOT), Office of the Secretary of Transportation (OST), Departmental Office of Human Resources Management (DOHRM), Human Capital Planning and Solutions Division (M11). The employee serves as a Human Resources Specialist, Pathways Program Manager and expert consultant to DOT leadership and human resource personnel throughout the Department on Pathways Programs.

Qualifications
To meet the minimum qualifications for this position, you must meet the specialized experience qualifications.
To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include:
Overseeing and implementing student programs within an organization; serves as a senior level advisor to HR leadership and senior executives regarding critical HR programs, projects, or reviews that impact the organization.
Developing standard operating procedures, job aids or organizational guidance to improve HR program operations.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Project Management - Knowledge of the principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance.
Oral and Written Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Writes in a clear, concise, organized, and convincing manner for the intended audience.
Program Management - Knowledge of the principles, methods, and tools for the coordinated management of a program to include providing oversight of multiple projects, integrating dependent schedules and deliverables, and related activities (for example, benefits management, life cycle management, program governance).
Influencing and Negotiating - Persuades others to accept recommendations, cooperate, or change their behavior; works with others towards an agreement; negotiates to find mutually acceptable solutions.
