The employee will serve as a Supervisory Program Specialist (Operations, Events, and Transportation) at the Office of Facilities & Operations Management (OFOM). In this role, the incumbent will provide technical authority; delegated complete responsibility to analyze and evaluate major administrative aspects of substantive, mission-oriented programs; and report directly to the Associate Director for Agency Operations.

Duties

Position Overview As manager of the Operations, Events, and Transportation Branch within OFOM, the Supervisory Program Specialist (OET) has responsibilities in the areas of project and program management, contract development and monitoring, operational planning, and management reporting. In addition, this role is responsible for managing FHFA's Events, Inventory and Operations, and Transportation programs. Major Duties & Responsibilities Respond directly to senior or executive leadership to assist with issues related to facilities, inventory, or building operations/events. Develop new methods to respond and follow up on customer requests. Review and assess customer feedback to improve operations or responsiveness. Serve as a key point of contact for VIP clients or customers to ensure seamless service. Develop budget plans and requests for an operational function. Manage contracts for operational functions. Support a micro-purchase or purchase card program. Track and report on budget progress and develop assessments to determine if future modifications are necessary. Develop new processes or procedures to improve the efficiency or effectiveness of programs under my purview. Work on project teams where a variety of stakeholders must be held to a specific timeline in order to ensure success. Participate in after action or lessons learned reviews to identify where errors or other issues occurred and prevent them in the future. Plan in advance for potential obstacles and establish contingency or backup options if necessary. Coordinate teams dealing with a variety of disparate program elements. Develop standard operating procedures and roll out these new procedures or policies to staff. Manage and track multiple different projects at the same time and ensure they remain on track. Develop project plans and other documents to support the efficient delivery of new or upgraded services or facilities. Perform other duties as assigned.

  • Status Candidates (Merit Promotion and VEOA Eligibles) and those eligible for other hiring authorities.
  • SF 50's are required with the exception of current FHFA employees. Please include one showing your tenure and competitive status. You must provide an SF-50 that indicates your competitive eligibility. You will not be considered without this.

  • May be required to successfully complete a probationary period
  • Only experience and education obtained by the closing date of this announcement will be considered.

Qualifications

You may qualify for your desired series and grade level if you meet the following qualification requirements: MINIMUM QUALIFICATIONS: Minimum Qualification EL-14: Applicants must have 52 weeks (one-year) of specialized experience equivalent to the next lower grade level as described below. Experience: I qualify for the EL/GS-14 because I have at least 52 weeks of specialized experience at the EL/GS-13 or equivalent demonstrating work experience with the statements described below. Examples of specialized experience include: Leading teams involved in the management of events, transportation, inventory, or mail operations, including establishing plans and timelines and assigning work to team staff. Developing budget requests for operational functions and managing the execution of a budget for an office or operational function, including micro-purchases and contracting vehicles. Identifying and implementing process changes to improve the function of an operations function (such as events management, transportation services, inventory management, mail operations, or a similar function) based on review of feedback from customers and clients. Managing multiple different projects or initiatives involving more than one operational discipline (space planning, facilities, events management, transportation services, inventory management, mail operations, or other related functions). Time-In-Grade: Current or former Federal government employees who have held an EL/GS position in the preceding 52 weeks, must meet the time-in-grade requirement. To be eligible for the EL-14 position, applicants must have served 52 weeks as an EL/GS-13 or higher in the Federal Service. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
