This position is located in the Department of Health and Human Services (DHHS), Office of the Secretary (OS), Office of the Assistant Secretary for Technology Policy (ASTP)/Office of the National Coordinator for Health Information Technology (ONC), Office of the Chief Operating Officer (OCOO). DHHS primary mission is to protect the health of all Americans and provide essential human services.

Duties

ABOUT THE POSITION The Deputy Chief Operating Officer for Financial Management is housed in the OCOO directs and supervises staff involved in identifying program requirements, planning strategic direction, providing program-support services and resources, and evaluating performance in the following program areas: Responsible for directing the formulation, presentation, and execution of ONC's budget. Currently in excess of $60 million, this budget is moderately complex with multiple funding streams and reimbursable accounts. The incumbent provides executive level oversight for budgetary and financial management processes including, but not limited to, negotiations with the OS, other Operating Division (OPDIV) budget offices, OMB, and Congressional Appropriations Committee on ONC's level of funding full-time equivalent's (FTE's) financial controls, reporting and related matters. Oversight of resource management and support activities, management analysis and accountability, budget and performance integration, management operations, workforce development, IT resources, and operational communications. This executive role provides strategic oversight and leadership in the development, implementation, and management of procurement policies and processes. The incumbent evaluates existing procurement programs to ensure they align with best practices, internal controls, and business objectives. The executive serves as the primary advisor to the DAS for Technology Policy on all matters related to procurement strategy and acquisitions. This includes developing pre-negotiation positions, determining procurement methods, and preparing necessary justifications. The role also involves leading cross-agency negotiations with HHS, related federal entities, and private sector partners, while coordinating with other procurement personnel as needed. As the subject matter expert on Acquisitions and Appropriations Law, the incumbent ensures compliance with applicable regulations in the requisition of goods and services and the execution of funds, thereby safeguarding the integrity of the procurement process. In conjunction with the Chief Operating Officer, develops program objectives and directs overall OCOO and ASTP/ONC day-to-day program operations in the identified areas of expertise. Maintains necessary scrutiny over all ASTP/ONC programmatic activities to assure necessary integration, coordination, and administration. Ensures consistent programmatic implementation and orchestration. Constantly looks for ways to improve program operations and management of the ASTP/ONC. Incumbent is relied on for accuracy of functional judgment and technical advice with regards to the policies, trends, changes, and other problems affecting the accomplishment of ASTP/ONC program initiatives and Departmental and Administration goals.

Qualifications

As a basic requirement, applicants must demonstrate progressively responsible leadership experience that is indicative of senior executive level managerial capability and directly related to the skills and abilities outlined under the Mandatory/Technical Qualifications and Executive Core Qualifications listed below. Typically, experience of this nature will have been gained at or above the equivalent of the GS-15 grade level in the Federal service or its equivalent with state and local government, the private sector, or non-governmental organizations. Failure to meet this basic qualification requirement and all executive and technical qualification factors will automatically exclude you from further consideration. All competitive candidates for SES positions with the Federal Government must demonstrate leadership experience indicative of senior executive level management capability. To meet the minimum qualification requirements for this position, you must show in your resume that you possess the Fundamental Competencies, five Executive Core Qualifications (ECQs), and the Mandatory Technical Qualifications (MTQ's), listed below. Mandatory Technical Qualifications (MTQ's): This position also requires that you possess MTQ's that represent knowledge, skills, and abilities essential for success in this role. The following MTQ's must be evident in your resume. Demonstrated ability to balance program oversight, personnel leadership, and senior-level communication, effectively coordinating complex technical issues across organizational boundaries. Skilled in interpreting and implementing policies, programs, regulations, and laws related to budget operations, procurement, and grants within Health IT programs Demonstrated experience in leading and managing one or more comprehensive administrative programs for an organization, including a commitment to high levels of customer service, respecting and leveraging diversity, and achieving high levels of excellence, in program areas such as budget execution, financial management, grants management, procurement, and workforce development.
