This position is located with the BLM Fire & Aviation Directorate, Division of External Affairs, located at the National Interagency Fire Center (NIFC), in Boise, Idaho. Duties

Provides technical writing/editing within the BLM Fire and Aviation program. Reviews documents for final publication approval. Provides Section 508 of the Rehabilitation Act (compliance) expertise and guidance, including managing accessibility for internal and external wildland fire management documents. Coordinates with other wildland fire management programs. Applies formatting skills to layout, re-design, and format wildland fire management products to best meet the end users needs and convey critical information visually. Reviews and edits documents for internal and external audiences, from simple edits to substantial revisions. Proofreads documents for correct grammar, style, and usage utilizing professional style guides. Revises and reorganizes documents to improve content and readability by intended audience. Assesses documents for consistency with other wildland fire management materials and suggests edits to maintain accuracy and alignment across publications. Utilizes software including Microsoft Word, Excel, PowerPoint, and Adobe products to draft, edit, and layout materials for electronic and print usage.

Requirements

  • Appointment will be subject to a favorably adjudicated background/suitability investigation/determination.

  • The duration of a Pathways appointment under Sch D is a trial period.
  • MUST submit transcripts with conferred or degree earned date (unofficial transcripts are acceptable). If selected, official transcripts will be required.
  • An Individual Development Plan (IDP) will be completed within 45 days of appointment to track the Recent Graduates' career planning, professional development, and training activities.
  • Selectee will be required to sign Recent Graduates Participant Agreement.
  • Within the first year of employment, the incumbent will be provided a minimum of 40 formal hours of training.
  • The incumbent will be assigned a mentor within 90 days of appointment.

Qualifications

Recent Graduates Eligibility Recent Graduates: A Recent Graduate who has obtained a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution within the previous 2 years or other applicable period. Transcripts will be used to verify date of degree completion. Other applicable period may include: (1) Certain veterans precluded from applying within the timeframe described above due to a military service obligation, shall have a full 2-year period of eligibility upon his/her release or discharge from active duty. However, in no event, may the individual's eligibility period extend beyond 6 years from the date on which the individual completed the requirements of an academic course of study; and (2) Applicants who completed their educational program requirements after December 27, 2010, will have a full 2 years of eligibility beginning on the date the final regulations became effective, July 10, 2012. This is an excepted service, developmental experience appointment expected to last only 1 year under the BLM Pathways Recent Graduates Program. The BLM will require the selected applicant to complete a Participant Agreement in which it shall document the anticipated start and end dates for this developmental appointment. The agency may noncompetitively convert a Recent Graduate who is a U.S. citizen to a term or permanent appointment in the competitive service, as long as the Recent Graduate successfully completes the BLM's 1-year developmental program and meets the OPM Qualification Standards for the targeted occupational series. The full performance level of this position is to the GS-11 grade. Specialized Experience Requirements: In order to assess you meet a qualified status for this position and to refer you to the hiring manager, the agency must be able to determine that you meet the qualifications based on completed education, specialized experience, and/or both - please be sure to include this information in your resume. To be creditable, experience must have been equivalent in difficulty and complexity to the next lower grade (GS-07) of the position to be filled. To qualify for the GS-09 grade level, 1 year of specialized experience equivalent to the GS-07 is required. Examples of work experience include but are not limited to:Planning, writing, organizing, consulting, and editing products with multi-media elements; proofreading materials for correct spelling, grammar, and punctuation. Product coordination may include: strategic plans, annual reports, exhibits, brochures, handouts, web pages, educational materials, technical reports, and handbooks, to share information -OR- two full years (36 semester hours) of graduate level education or a master's degree directly related to the work of the position -OR- an equivalent combination of specialized experience and education. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all eligibility and qualification requirements by the closing date of the announcement.
