Duties
Functions as a key consultant to the chief of external affairs for policy implementation, conceiving, designing, and implementing a wide range of external affairs programs pertaining to the National BLM Fire program.
Writes briefing papers, talking points, presentations and other official materials for the BLM Fire program.
Provides oversight and content development for BLM Fire and NIFC social media platforms. Prepares or provides oversight for communications projects and products including publications, website content, displays and audiovisual presentations.
Coordinates and assists with media and public inquiries on sensitive and controversial issues.
Develops recommendations and provides expertise and support in planning and implementing an internal and external public relations strategy for the national fire, fuels and aviation programs.
Primary legislative liaison between BLM Fire, state government, Western and National Governor?s Association, and congressional representatives and their staffs. Reviews and edits proposed legislation, testimony, and congressional correspondence.

Qualifications
Specialized Experience:
In order to be rated as qualified for this position, we must be able to determine that you meet the minimum qualification requirements - please be sure to include this information in your resume. No assumptions will be made about your experience.
To qualify for the GS-13 grade level, 1 year of specialized experience equivalent to GS-12 is required.
Examples of work experience include, but are not limited to: formulating relationships with stakeholders, political officials, congressional representatives and/or the media; writing and editing documents for public consumption, congressional responses, and/or media announcements; providing hands-on digital media and/or editorial support; developing new approaches to complex external affairs issues; overseeing digital media outreach to include web and social media management and strategy; analyzing public reaction; and developing communication plans that maintain understanding with various audiences.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
There is no substitution of education for specialize experience at the GS-12 and above grade levels.
You must meet all qualification requirements within 30 days of the closing date of the announcement.
Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604.
