Office of Congressional Affairs, Arlington, VA. The selectee of this position serves as a Deputy of Congressional Affairs. You will be responsible for assisting with the planning, developing, coordinating, and implementing the Congressional and legislative programs of the United States Marshals Service (USMS) and maintaining liaison with the Department of Justice (DOJ) Office of Legislative Affairs and other federal government agencies.

Duties

As a Deputy of Congressional Affairs at the GS-0301-14 level, some of your typical work assignments may include: Assists in the planning and implementation of programs and activities that are aimed at developing a greater awareness by the Congress, and their constituencies, of the mission, goals and programs of the Marshals Service and its associated law enforcement activities. Develops and transmits informational materials to representatives and their staff to enhance understanding of USMS programs, responsibilities and prerogatives and to gain support for law enforcement initiatives. GS-14 TIME IN GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 grade level is required to meet the time-in-grade requirements for the GS-14 grade level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted). You may qualify at the GS-0301-14 level, if you fulfill the following qualifications: Specialized Experience: One year of specialized experience which includesone year of full-time specialized experience at or equivalent to the grade GS-13 in the Federal Service performing duties which include the following: 1) Planning, developing, coordinating, and implementing Congressional and legislative programs; 2) Providing authoritative and substantive guidance on legislative issues; 3) Recommending strategies for Congressional interaction to management based on knowledge of the interests of the appropriate legislative audience; 4) Acting as liaison to management and/or government organizations concerning requests from Congress and legislation. 5) Direct experience working in the legislative branch for a Member of Congress or a congressional Committee. AND Possession of the following competencies: Planning and Evaluating: Organizes work, sets priorities, and determines resource requirements; determines short- or longterm goals and strategies to achieve them; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes. Attention to detail: Is thorough when performing work and conscientious about attending to detail. Oral Communication: Expresses information(for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive,controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Interpersonal Skills: Shows understanding, friendliness, courtesy,tact, empathy,cooperation, concern ,and politeness to others; relates well to different people from varied backgrounds and different situations. Administration and Management: Knowledge of planning, coordination, and execution of business functions, resource allocation, and production. Note: Subject matter experts will evaluate the first five pages of work experience in your resume based on these competencies.
