The purpose of this position is to serve as a Performance Auditor of the OIG for programmatic issues that require examination by a professional. Performs routine or limited quick response audits, consulting and advisory services, risk management, liaison with external audit organizations, audit compliance and follow-up.
Duties
This announcement is open to: U.S. Citizens who resides or are currently employed in the Fort Meade local commuting area, which includes the District of Columbia and Baltimore City; Maryland counties of Anne Arundel, Prince George, Montgomery, Howard, Harford, Charles, Calvert, Carroll, Frederick and Baltimore; Adams County in Pennsylvania; City of Alexandria, VA; Virginia counties of Arlington, Stafford, Prince William, and Fairfax and all cities existing in Maryland, Virginia, and Pennsylvania within the geographic area bounded by the outer boundaries of the combined areas of the aforementioned counties;
And all U.S. Citizen who resides or is currently employed in the Boyers, PA local commuting area, which includes the Pennsylvania counties of Butler, Clarion, Armstrong, Allegheny, Beaver, Lawrence, Mercer, Crawford, Erie, Venango, and Clarion; Ohio counties of Trumbull, and Mahoning; and all cities existing in Pennsylvania or Ohio within the geographic area bounded by the outer boundaries of the combined areas of the aforementioned counties.
As a AUDITOR (PERFORMANCE) you will be responsible for the following duties:

- It is designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d.
- Incumbent of this position is required to comply with all Department of Defense and Department of the Agency requirements of this certification program. This certification requirement is a condition of employment for this position.
- Failure to obtain this certification within the required time may subject the incumbent to adverse action.
Qualifications
This position has a Basic Requirement for the 0511:
Degree: auditing; or a degree in a related field such as business administration, finance, public administration or accounting.
OR
Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following:
A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; or
Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.
You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade (GS-/GG-11) in the Federal service and are prepared to take on greater responsibility.
Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes:
- Experience with government programs and their governing statutes, regulations, and practices sufficient to perform audit assignments using auditing methods and techniques such as Generally Accepted Government Auditing Standards (GAGAS).
- Researching directives, laws, regulations and operating instructions of an organizational functions or systems, verifying appropriateness of charges, performing analysis of information and preparing audit working papers.
- Preparing and submitting official reports, correspondence and complete and adequate working papers.
- Providing advice, guidance, assistance, and direction to lower-grade auditors in the unit.
- Developing risk assessments, audit plans, and internal control reviews to identify the most significant internal control improvements.
