About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. Serves as an Auditor in the Office of the Inspector General, Headquarters U.S. Cyber Command (USCYBERCOM), Fort Meade, MD.
Duties
Plans audits encompassing assessment of USCYBERCOM’s broadly related and highly complex functions.
Identifies issues that surface in the course of the audit and that were not accounted for in original audit plans.
Prepares audit reports and documents special project results and presents findings and proposed follow-up actions.
Captures and catalogs artifacts from audits for the IG’s and USCYBERCOM knowledge base for reuse in support of future projects.
Performs other assigned tasks, including special projects, which may be self-proposed or identified by the supervisor and Command IG.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Three year trial/probationary period may be required.
- The employee may be recalled to duty, may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays, and may be required to work overtime.
- Work may occasionally require travel away from the normal duty station on military and/or commercial aircraft.
- The employee must be able to obtain and maintain a TOP SECRET SCI clearance as a condition of employment and must complete a counterintelligence scope polygraph exam.
- This position is a testing designated position (TDP) in accordance with (IAW) Drug Free Federal Workplace Program.
- The incumbent must meet NSA personnel security requirements outlined in NSA/CSS Policy 5-1.
- This is a Financial Management Level 2 certified positions IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d.

To qualify based on your experience and education, your resume must describe one-year specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled.
I have at least one year of applicable Specialized experience which would be demonstrated by the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Specialized experience would be demonstrated by: Conducting reviews of financial accounts or organization operations to ensure funds and resources are used within legal and administrative constraints. Preparing reports and documents from result of audit to record findings/propose follow-up actions to correct deficiencies. Developing an audit plan for specific projects, including analyzing what is known and broadly defined objectives for the audit to determine what evidence needs to be obtained and the best methods for obtaining, validating, and analyzing such evidence.

Basic Requirement for Auditor
A. Degree: Bachelor's degree (or higher degree) in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.
OR
B. Combination of Education and Experience: Must include at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
(1) Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
OR
(2) A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination;
OR
(3) Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that
(a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining;
AND
(b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; AND (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
