Duties
As a Health Scientist (Policy and Issues Management) you will:
Plan and implement a comprehensive and integrated public health scientific program across the organizational unit and in concert with CDC goals and priorities.
Develop long-range strategic plans for new and complex public health scientific programs and assist leadership in linking the organizations activities and strategic plan to the budget.
Supervise a small contingent of positions, plan work to be accomplished by subordinates, set and adjust short term priorities, and prepare schedules for completion of work, when necessary
Provide direction and leadership to a team consisting of public health scientific policy and issues management staff.
Manage the processes for the establishment and tracking of the organization's goal setting efforts and is responsible for the overall completeness and quality of a comprehensive plan.
Develop and maintain systems to analyze complex and highly visible actions such as legislation, executive directives, Departmental policy issuances, voluntary changes in practice by influential organizations or groups, as well as other influential statements of policy or other issues.
Support the efforts of management to use the results of program evaluations to strengthen public health impact.
Prepare written analytic reports in support of major strategic planning and evaluation programs and initiatives for use of the organization's leadership.
Be responsible for external communications on matters related to program activities and program related public health and health policies to policy-oriented audiences as well as to members of the public.
In cooperation with the organization's leadership, provide guidance and direction in establishing and/or maintaining various committees, work groups, and advisory groups within and outside team, branch, division, national center, coordinating center, CDC, DHHS, states and foreign countries.
Represent the unit and establish the unit as a primary and credible source of information regarding policies, activities and issues related to the CDC/ATSDR core business.

Basic Qualifications:
Bachelor's or graduate/higher level degree: major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education (http://ope.ed.gov/accreditation/) at the time the degree was obtained.
Minimum Qualifications:
To qualify at the GS-14 grade level, you must have at least one year of specialized experience at or equivalent to the GS-13 grade level, which must include the following experience: developing public health scientific policy guidance documents; analyzing and interpreting policy matters related to public health issues; and developing communication materials related to public health programs.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
