This position is in the Fiscal Service of the VA Augusta Healthcare System and the incumbent reports directly to the Deputy Chief Financial Officer. Incumbent will provide oversight to several operational programs: Customer Service, Travel Card Management, Employee Travel, Agent Cashier, and Payroll services. The incumbent exercises freely supervisory responsibility over all these programs to include CWT, NPWE and Rehabilitation Programs to support Fiscal Service operations.

Duties

Duties may include, but are not limited to: Plans work to be accomplished by subordinates, set and adjust short-tenn priorities, and prepare schedules for completion of work. Coordinates and solves problems with senior officials, executive leadership, timekeepers, certifying officials, VISN Staff, Financial Services Staff, DFAS, HR staff and others on all program priority and procedures. Oversees the administration of the day-to-day activities. Serves as technical advisor to Fiscal Officer and Executive Team providing guidance, recommendations and monitoring in the implementation. Develops databases and information management systems that support benchmarking of data including financial data, employee and veteran's workload. Serves as liaison and work with contacts that are with engineering, technical, management, manufacturing, information, academia, and industry personnel at all levels of the organization; with other government agencies, contractors, technical officials, and representatives of industrial organizations. Oversee the providing of timely advice and reviews the appropriate travel budget PENTAD ceilings established by Medical Center Director. Serves as the Agency Organization Program Coordinator (NOPC). Serves as the US Bank VISA Travel Card Coordinator. Serves as the technical and subject matter expert for the organization for all program areas. Prepares, analysis reports to effectively monitor productivity and workload for operations. Oversees the administration of the service day-to-day customer service activities; develops policies, procedures, and systems which ensure productive and efficient office operation, Customer Service operations. Work Schedule: Monday - Friday 8:00 am - 4:30 pm. Work Schedule subject to change based on agency needs. Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/25/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Preferred Experience: Payroll experience You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: oversight of the administration of the day-to-day activities; develops policies, procedures, and systems which ensure productive and efficient office operation, Customer Service operations, and Travel Operations, serves as technical advisor to Fiscal Officer and the organization's Executive Team providing guidance, recommendations and monitoring in the implementation and execution of all programs under their charge, monitors the operations of programs/projects to measure progress toward reaching objectives effectively and economically. Develops databases and information management systems that support benchmarking of data including financial data, employee and veteran's workload, oversee the providing of timely advice and reviews the appropriate travel budget PENTAD ceilings established by Medical Center Director. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a master's or equivalent graduate degree. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is sedentary in nature; it is usually accomplished while the employee is comfortably seated at a desk or table. Work may involve some travel for conferences and trainings.
