The incumbent serves as the Chief Financial Officer (CFO) for the Charlie Norwood VA Medical Center (CNVAMC) in Augusta, GA. The CNVAMC is a complexity Level 1B facility. Financial Operations support the mission and programs of the two division medical center. As the Medical Center's financial expert, the Chief Financial Officer is responsible for establishing and maintaining a complex integrated system of financial staff services.

Duties

The Chief Financial Officer is the preeminent financial advisor of the VAMC, responsible for establishing and maintaining; an integrated system of financial staff services which arc vital to effective management control over, and evaluation of, station operations. Major duties include, but are not limited to: Provide guidance on all financial policy changes and requirements affecting the Medical Center. Develop and implement policies and procedures governing the provision of financial service Apply financial costing and forecasting techniques to oversee technical processes of budget formulation Produce comprehensive analysis of program accomplishments in financial terms to assist management in planning and decision making Develop local budget instructions and policies within the framework of mandatory requirements for use of operating officials in preparing their budgets Provide financial advice to senior management during all stages of the planning, policy formulation and decision making of pertinent discussions. Provide the necessary analyses and interpretations of financial data to maintain maximum effectiveness, efficiency and economy Forecast long and short range goals for a Service that are consistent with those of the VA. Communicate financial information to other facility leaders including clinical staff Monitor and review managerial reports and provide assessments and recommendations to Pentad leadership Serve as Service Senior Liaison with the Financial Services Center (FSC), the Defense Finance Accounting Service (DFAS) and VISN CFO for all Financial related items. Lead presentations, meetings and attend conferences as the senior finance leader Develop and effectively be able to communicate a variety of major department financial policies to Staff, Pentad, VISN Level Leadership related to Station 509 Conduct Quality Reviews or develop reports that involve budget forecasts, OT reports and expenditure analysis for briefings Develop and supervise first line supervisors within the finance department. Oversee performance management, recognition, recruitment actions Work with customers, general public, service chiefs, Pentad members, VISN or outside agencies to provide assistance with fiscal products/services Attend executive level meetings Oversee specialized administrative and program support for fiscal program operations Work Schedule: Monday - Friday, 8:00am - 4:30pm Telework: Ad-hoc telework available.VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/14/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: serving as a Financial Advisor and Budget Officer; utilizing budget, accounting and/or payroll systems for financial operations; developing policies and guidance for subordinate activities; providing expert analytical services, advice, and assistance to senior managers and service chiefs concerning acquisition and use of funds; Make decisions and/or recommendations to senior level management and/or executives on the development of long range policies. You will be rated on the following Competencies for this position: Leadership Labor Relations Financial Management Decision Making Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary although some slight physical effort may be required.
