This position is located in the Executive Office of the President (EOP), Office of Administration (OA), Office of the Chief Operations Officer (OCOO), Mail and Logistics Management Division. The incumbent serves as a supervisor over a segment of the organization which provides mail and courier services, fleet operations, and other services in support of the Division.

Duties

As a Supervisory Mail and Courier Specialist, GS-0301-12, your typical work assignments may include the following: Conducts program reviews to identify issues and problems and recommends solutions or process/program improvements affecting all aspects of mail operations. Responsible for OA policy and procedures governing the postal and distribution systems. Plans and coordinates postal services to meet the needs of the EOP complex and to comply with all legal and regulatory requirements of the EOP and USPS. Prepares contingency directives and establishes policies and procedures for postal operations during operational contingencies and exercises. Coordinates with USPS and U.S. Secret Service on handling procedures for incoming mail through the secondary mail screening facility. Provides technical as well as administrative direction to the staff, ensuring subordinate staff is equipped with the tools and direction to fully carry out the functions assigned. Participates in selection process for vacancies, rates employee performance, approves leave, recommends disciplinary action when warranted, and recommends incentive awards and training opportunities. Responds to customer requirements regarding transport and delivery of various documents, packages, passports and other high security items and arranges for special deliveries within established boundaries. Monitors and reconciles receipts relating to the delivery of gifts, money mail and items awaiting disposition (IADs). Incumbent composes written instructions, reference materials, and research materials and conducts equipment maintenance checks. Manages the use of fleet vehicles which includes minivans, cargo vans and SUVs as assigned and used by authorized staff. Records and consolidates daily mileage and fuel reports, monitors vehicle maintenance records and schedules vehicle maintenance or repairs as needed. Works within prescribed budget, managing the expenditure of funds and other resources. Executes operations within the budget and staffing levels established. Serves as Contracting Officers Technical Representative (COTR) to the Contracting Officer. Responsible for the administration of contracts assigned and for ensuring the contractors fully comply with the requirements of the contract. Monitors contractor performance, funding and costs. Communicates with the Contracting Officer concerning satisfactory completion of work and/or unsatisfactory performance. Maintains contract files and completes all required COTR training.

  • Must possess a valid state driver's license.
  • Must be able to obtain and maintain FAC-COR lever 1 Certification within 6 months of onboarding.

Qualifications

MINIMUM QUALIFICATIONS REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the Office of Personnel Management Qualification Standards. TIME-IN-GRADE REQUIREMENTS: Applicants possess one full year (52 weeks) of specialized experience at or equivalent to the next lower grade level or pay band in Federal service or equivalent experience in the private or public sector. SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector. You may qualify at the GS-12 level, if you meet the following minimum qualification requirement:One year of specialized experience equivalent to the GS-11 grade level in the Federal service or equivalent experience in the private sector which includes: 1) Advising customers and team members on administrative and management matters regarding policies, procedures and regulations that impact the postal and distribution operations of a division or major office and 2) Managing the day-to-day functions of an office related to mail room, courier, and fleet operations. Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
