BASIC DUTIES AND RESPONSIBILITIES: The National Geospatial Intelligence Agency (NGA) Office of Inspector General (OIG) mission is to conduct independent, objective audits, evaluations, inspections, and investigations to strengthen effectiveness, efficiency, and integrity; and to detect and prevent fraud, waste, and abuse in the Agency's programs and operations. The Assistant Inspector General for Management and Resources (AIGM) is a senior OIG leader and serves under the general direction of the NGA Inspector General (IG). The AIGM is the principal assistant and advisor responsible for a wide range of strategic management and resource functions that support the entire OIG enterprise, to include: internal planning, budgeting, and accounting functions; a wide variety of administrative and data analytical duties related to metrics, budget formulation, justification, presentation and execution; and providing information to assist leadership in carrying out the OIG Mission.The AIGM provides advice and recommendations directly to the NGA Inspector General (IG) and Deputy IG on issues affecting the office and the Agency. As a key member of the OIG staff, the AIGM is the principal advisor to the IG on administrative, resource management, and business operational matters and possesses the technical capability to ensure realistic and effective execution of resources and administrative activities. The AIGM represents the IG on business support matters and is also responsible for initiating, developing, overseeing, and maintaining policies, procedures, and techniques used by the management support staff. Specifically, the AIGM is responsible for:a. Advising and assisting the IG, Deputy IG, other functional component executives, and the OIG in the planning, development and execution of OIG policies and programsb. Exercising technical and administrative supervision over a team of specialists performing all business operations services, including but not limited to administrative support, program development planning, business continuity, budget planning and execution, facility management, records management, performance management and recognition, agency taskings, strategic communications, travel and training processes and approvals, and management of the government purchase card.c. Representing the IG in establishing and maintaining effective working relationships with the NGA offices of Financial Management, Human Development, Contract Services, and other agency components on matters relating to personnel recruitment and development, budget, procurement activities, data analytics, and other matters withing the scope of policy development and OIG resources.d. Overseeing a comprehensive talent acquisition and workforce development program including hiring, planning and forecasting, execution, onboarding, personnel actions, position management, and employee development.e. Serving as the OIG Chief Financial Officer. Planning, developing, and maintaining a system to develop, administer, oversee and execute the budget and associated policies and procedures, including developing program fund requirements, cost estimates, and preparing fund requests. Participates in program build activities with FM, to include submitting narratives and budget information as appropriate for the Congressional Budget Justification Books, Unfunded Requirements, Expected Accomplishments, and other financial requirements. Represents OIG at the senior agency resource groups and boards as appropriate.f. Understanding agency acquisition program/project requirements and processes to achieve OGI stated objectives. Managing financial aspects of a program/project (for systems, services, among others) throughout the acquisition process. Anticipating and/or identifying financial risk issues and their program implications and recommending adjustments and/or corrective actions.g. Overseeing and being responsible for the development, planning, coordination and publication of OIG written communications including the Semiannual Reports to Congress, Top Management and Peformance Challenges Report, OIG Annual Work Plan, OIG newsletters and articles, OIG web pages and other publications as required.h. Developing and maintaining overall responsibility for the OIG Instructions as well as internal policies and standard operating procedures ensuring that material is consistent with Federal statutes, OIG policy and regulations.i. Representing the IG, as required, on Committees and Subcommittees of the Council of the Inspectors General on Integrity and Efficiency.j. Performing other duties as required.

QUALIFICATIONS:Eligibility for this executive level position will be based upon a clear demonstration that the applicant has experience of the scope and quality sufficient to effectively carry out the assignments of the position. The successful applicants will be distinguished from other applicants by a review of the following Office of Personnel Management (OPM) Executive Core Qualifications (ECQs), Intelligence Community (IC) Senior Officer Core Qualification (SOCQs) Standards, the Technical Qualifications, and Education Requirements, if required. Failure to meet a Qualification requirement will disqualify an applicant. The individual selected must already possess, or be immediately eligible for, a TOP SECRET security clearance and access to Sensitive Compartmented Information. U.S. citizenship is required for the granting of a security clearance.Joint Duty Credit: All NGA executive level positions require Joint Duty credit. Employees will receive joint duty credit for a majority of service or rotational assignments that were at the GS/GG-11 or DCIPS Pay Band 3 level, and generally for at least one year, or for 179 days or more when deployed to a designated combat zone on or after September 11, 2001. Note: Applicants without Joint Duty credit may apply for the position and can be considered. If selected, a waiver would be required prior to final appointment or provide proof of Joint Duty qualifying experience.
