The Program Manager (Executive Management Officer) GS-0340-15 position serves in a District Office within the Department of Veterans Affairs, Veterans Benefits Administration (VBA). The Executive Management Officer works under the leadership of the Northeast District Director and assists with the economic direction, control, and operation of VBA's benefit programs and services provided by law for Veterans, their dependents, and beneficiaries.

Qualifications

Specialized Experience: To qualify for this position, applicants must meet all requirements by the closing date of this announcement. Time-in-grade: Applicants who are/were federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-15 position you must have served 52 weeks at the GS-14 level. To support your claim of time in grade, you must submit your most recent appointment, promotion, or within grade increase SF-50 (not an award or general adjustment SF-50). Specialized Experience: To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-14) in the normal line of progression for the occupation in the organization. Specialized experience is defined as work that involves: experience developing policies, and long range organizational plans, and goals for benefits programs; developing trend analysis related to project management processes to ensure integration and coordination within established timeframes; conducting analysis and evaluation of benefit program effectiveness and efficiency to identify issues and make recommendations to higher level management officials; AND managing operations/staff and coordinating a full range of personnel management actions. Such experience is to be substantive and relevant and may have been gained in positions such as a Supervisory Management/Program Analyst, Administrative Officer, Division Chief, or Assistant Director. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Appraised Value Offer Program (AVO) is a discretionary allowance designed to assist you in the sale of your primary residence, dependent upon the property meeting eligibility requirements. Under this program you will actively participate in the marketing of your home with a BGRS network realtor to achieve a sale from a buyer. Under AVO you may sell your property based on an appraised value offer or based on an amended sale. The appraised value offer is intended to be a "back up" offer and is based on the average of two independent relocation appraisals. If you do not obtain a sale from a third-party buyer, you can sell your home to BGRS for the appraised value. The appraised value offer may or may not be equal to, or greater than, your original purchase price or what you owe on the property. However, in challenged markets where sales are difficult to obtain, having the option of a buy-out can help alleviate the financial burden resulting from continued ownership of the home.
