Supervises employees who perform maintenance, fabrication, installation, repairs, troubleshooting, operation and modification of new and existing electrical, HVAC and operating systems across large multi-floor agency facilities.

Duties
Supervises, manages and directs Maintenance Mechanics, Electricians, USROs, work leaders, work supervisors and shop operations.
Work encompasses maintenance, repair, troubleshooting, operation and modification of electrical systems, HVAC systems, boiler and chiller equipment, high and low-pressure steam systems, water treatment and auxiliaries across agency facilities.
Participates with building managers in scheduling annual overhaul and inspection timelines so as not to affect service to building occupants, scheduling the preventative maintenance program and establishing watch schedules.
Consults with building manager or other officials regarding the need for augmenting or replacing equipment. Assists in negotiating contracts for installation or repair of equipment. Oversees, inspects or assists in the inspection of contract work.
Uses Integrated Workplace Management System (IWMS) for service tickets, completing assignments and other facility-related activities. Responds to building emergencies.
Accountable to agency management for the quantity and quality of work done and for assuring efficient and economical work operations. Synchronizes projects with other trade shops to reduce work execution times and disruption to customers.
Requisitions equipment and supplies for assigned activities. Prepares cost estimates of labor and materials for projects. Assists Building Manager/Project Manager with developing Scope of Work (SOW) to replace or add new shop specific equipment.
Assigns, directs, coordinates and reviews work, projects and material procurement. Supports and explains management programs policies and goals to assigned employees. Provides instructions and demonstrates work processes to assigned employees.
Ensures timely completion of work and achievement of management objectives. Provides technical guidance and mentoring to assigned employees and ensures compliance with approved procedures, processes and policies.
Maintains administrative and operational records to manage inventory, workloads, maintenance, training, personnel and inspection requirements. Maintains complete equipment records, including inventory of spare parts and normal operating logs.
Collaborates with the Maryland Department of Environmental (MDE) and the Office of Environmental Health and Occupational Safety (OEHOS) in record keeping for quality of gas, in addition to emissions of turbines on a weekly basis.
Ensures that all assigned employees have clear guidance and training on the proper use of equipment, materials, techniques, procedures and processes.
Organizes safety meetings and establishes safe operating procedures. Routinely provides guidance and training to meet customer and mission needs.
Serves as technical advisor to upper-level managers on the full range of issues assigned.
Provides information and advice to higher levels of supervision on such matters as ability to accomplish work assignments as scheduled, cost estimates, changes in techniques and standards, rearrangement of equipment or other changes in facilities.
Performs a wide variety of other technical and administrative duties as required to carry out responsibilities.

Qualifications
To qualify for this WS-14 Maintenance and Repair Supervisor position your resume must demonstrate:

(1) SCREEN OUT: ABILITY TO LEAD OR SUPERVISE
RESPONSIBILITY: Assigns, directs, reviews, supervises and evaluates the activities of Maintenance and Repair Supervisors, Electrician Leaders, Electricians, USROs and Maintenance Mechanics engaged in maintenance, fabrication, installation, repairs, troubleshooting, operation and modification of new and existing electrical systems, HVAC systems and operating equipment across large multi-floor agency facilities.
REQUIREMENT: At a minimum, you must demonstrate journey-level knowledge of at least one major building trade (electrical systems, HVAC systems or operating equipment) and ability to lead or supervise others performing maintenance and repair work in that trade.
Wage Supervisor duties include:
(1) planning sequence of tasks, establishing deadlines and priorities and assigning work;
(2) providing technical guidance to ensure compliance with procedures;
(3) coordinating work with other trade shops or work units;
(4) estimating labor and resource costs and requisitioning materials;
(5) investigating issues related to costs, productivity and requirements;
(6) observing work in progress and inspecting completed work;
(7) maintaining administrative and operational records;
(8) scheduling leave and employee training;
(9) conducting formal and informal performance appraisals; and
(10) administering corrective actions on conduct or performance problems;
(2) JOB ELEMENTS: At a minimum, you must demonstrate the following:

CONDITIONS OF POSITION:
Due to the nature of work in this position, the following conditions are essential for successful performance and you must fully comply with these conditions to meet performance requirements.
Successful performance of work in this position and adherence to these conditions will be assessed during the 1-year probationary period that may be served by new appointees (e.g., new to SSA and/or new to this series).
(1) This is an emergency / mission-critical position. You may be called to work after-hours, on weekends and holidays.
(2) You may be required to report to or remain at a duty station to perform critical services when employees are generally excused for all or part of a workday in emergency conditions.
(3) You may be required to report during irregular hours and travel in hazardous weather conditions.
(4) Maintenance and Repair Supervisors are on call 24 hours a day, 7 days a week year around.
(5) May be required to work a predetermined shift, which is subject to change to meet agency needs.
(6) May be required to wear a uniform while working at the duty station.
(7) Work is performed in a workshop, at job sites, inside, occasionally outside in various weather conditions and on top of tall buildings. Work may be in cramped areas with low overhead room. Some work may be performed in areas where certain potentially harmful physical and chemical agents are present.
(8) May be subject to physical exertion that includes prolonged standing, stooping, stretching, bending, climbing, crouching, kneeling and arm movement. Heavy exertion and physical strength may be required to handle heavy, bulky materials and equipment that weighs up to 50 pounds.
(9) May be required to make repairs and installations from ladders, scaffolding and platforms in hard-to-reach places and in confined spaces.
(10) Uncomfortable facemasks and protective clothing may be required when there is a possibility of exposure to toxic refrigerants and large amounts of escaping noxious gases when making emergency repairs.
(11) May be exposed to energized electric circuits, sharp metal edges, poorly ventilated areas, chemical fumes, dust, dirt, high noise levels, extreme temperatures from steam and boiler rooms and changes in temperature while working on outside cooling towers, roof exhausts and ventilating fans.
(12) May be subject to cuts, bruises, contusions and burns when working on steam and hot water lines.
(13) May be required to support other agency buildings to provide critical services to sustain the operational needs of agency buildings.
(14) Must understand and follow mandated safety procedures and wear mandated Personal Protective Equipment to include, but not limited to earplugs, safety glasses, steel-toed boots, gloves, respirator and any other gear deemed required by a higher-level supervisor.
(15) May be required to wear a respirator and shave to ensure a proper fit.
