Directs rotating shift Electricians, Maintenance Mechanics, USROs, Distribution Facilities Electricians and Pipefitters engaged in the maintenance, repair, troubleshooting and modification of new and existing electrical systems and operating equipment. Duties

Plans and supervises the work of employees on an assigned tour of duty. Makes work assignments, coordinates project, assigns materials to employees, furnishes instructions and demonstrates work processes. Performs maintenance, repair, troubleshooting and modification to electrical and/or operating equipment. Operates, maintains and repairs equipment and component parts of refrigeration, air conditioning, heating systems and other building systems. Performs preventive maintenance and adjusts and repairs to equipment and systems to ensure proper and efficient operation. Tests, detects and diagnoses trouble in heating and air conditioning systems and takes necessary corrective action. Makes adjustments, services and performs maintenance to any part of the systems in the building. Overhauls air conditioning, refrigeration and heating equipment and systems. May dismantle, clean and replace any or all component parts comprising the heating and air conditioning systems. Makes repairs and adjustments to water coolers including replacing any part of the cooler. Answers occupant complaints relating to heating and air conditioning temperature and humidity factors and makes required adjustments. Responds to calls to perform minor repairs to building systems, roofs, plumbing, carpentry, etc. Operates the computerized building management system in the NCC Utility Building. Operates solar turbine generators and is required to do electrical switching and equipment startup. Conducts periodic inspections to ensure that the watch is properly manned and equipment is being satisfactorily and safely operated. Keeps the General Foreman informed of status of work. Makes suggestions for improving efficiency and reducing costs. Makes recommendations regarding promotions, reassignments, performance ratings and other personnel actions for employees supervised. Responsible for attendance and leave of subordinates and for resolving complaints and grievances where possible. Proposes disciplinary action to the General Foreman. Maintains records and prepares reports reflecting attendance of employees, materials used, hours worked and work completed. Maintains operating log on assigned shift. Enforces safety regulations and holds safety meetings. Requisitions materials and equipment. Responsible for care and maintenance of tools, such as grinders, drills, metal cutters, welding equipment, torches, testing equipment and tools used in emergency plumbing HVAC and electrical work.

Qualifications

To qualify for this WS-10 Maintenance and Repair Supervisor position your resume must demonstrate: (1) the Screen Out AND (2) the six individual Job Elements (1) SCREEN OUT: ABILITY TO LEAD OR SUPERVISE EMPLOYEES PERFORMING WORK IN A MAJOR BUILDING TRADE (Electrical, USRO or Maintenance Mechanic) RESPONSIBILITY: Maintenance and Repair Supervisors in this position serve as working supervisors with journey-level knowledge of either the operating, engineering or electrical field. REQUIREMENT: At a minimum, you must demonstrate journey-level knowledge of at least one major building trade (Electrical, USRO or Maintenance Mechanic) and ability to lead or oversee others performing work in that trade. Duties of a Wage Supervisor include: (1) planning sequence of tasks, establishing deadlines and priorities and assigning work; (2) providing technical guidance to ensure compliance with procedures; (3) coordinating work with other trade shops or work units; (4) estimating labor and resource costs and requisitioning materials; (5) investigating issues related to costs, productivity and requirements; (6) observing work in progress and inspecting completed work; (7) maintaining administrative and operational records; (8) scheduling leave and employee training; (9) conducting formal and informal performance appraisals; and (10) administering corrective actions on conduct or performance problems. (2) JOB ELEMENTS: Describe duties you perform that show you have (at a minimum) journey-level knowledge of a major building trade (Electrical, USRO or Maintenance Mechanic) and ability to guide or assist others in performing work in the trade based on the following Job Elements: - knowledge of equipment associated with a major building trade - ability to apply conventional technical practices associated with a major building trade - ability to use measuring instruments associated with a major building trade - ability to read and interpret instructions used to perform work in a major building trade -- regular hands-on use of tools used to perform work in a major building trade. - knowledge of materials needed to perform work in a major building trade YOUR RESUME MUST SPECIFICALLY DESCRIBE DUTIES YOU PERFORM THAT SHOW YOU MEET THE SCREEN OUT AND JOB ELEMENTS FOR THIS POSITION. CONDITIONS OF THE POSITION: Due to the nature of work in this position, the following conditions are essential for successful performance and you must fully comply with these conditions to meet performance requirements. Successful performance of work in this position and adherence to these conditions will be assessed during the 1-year probationary period that may be served by new appointees (e.g., new to SSA and/or new to this series). You may be required to serve a 1-year probationary period for supervisors, unless you previously completed one or served in such a position before August 11, 1979. (1) This is an emergency / mission-critical position. You may be called to work after-hours, on weekends and holidays. (2) You may be required to report to or remain at a duty station to perform critical services when employees are generally excused for all or part of a workday in emergency situation. (3) You may be required to report during irregular hours and travel in hazardous weather conditions. (4) You will be on call 24 hours a day, 7 days a week or according to rotational schedules. (5) Ensures subordinate personnel can meet the physical requirements of the job (frequent standing, bending, climbing, stooping, crouching, arm movement and lifting/carrying of items weighing up to 75 pounds) or take necessary actions to provide the employee accommodations when realistic. (6) Ensures subordinate personnel understand and follow mandated safety procedures, wear mandated safety gear (safety glasses, steel toed boots, gloves, respirator, and any other gear deemed required by the government or industry standards) and addresses safety concerns of subordinate employees. (7) May be required to wear a respirator and to shave to support its proper fit. (8) Must be aware of potential hazards and may require shop personnel to work in adverse weather conditions, on scaffolding, high ladders or roof tops to execute assigned tasks. (9) You may be required to serve a 1-year probationary period for supervisors, unless you previously completed one or served in such a position before August 11, 1979. (10) Position is on a full time, rotating shift; Alternate Work Schedules (AWS) and telework are not authorized for this position.
