This position resides in the Nation-State Threat Center (NST), Deputy Under Secretary for Analysis (DUS-A), Office of Intelligence and Analysis (I&A), Department of Homeland Security (DHS).

Duties

Serves as the senior intelligence officer (SIO) for the Nation-State Threat Center. The SIO leads for the center director all nation-state threat intelligence analysis and production functions in NST. The SIO models and oversees sophisticated analytic tradecraft and all source finished intelligence production focused on the Homeland, particularly U.S. critical infrastructure, counterintelligence threats to the Department, foreign malign influence, and economic security threats such as supply chain security and resiliency, foreign direct investment, and technology transfer and intellectual property theft. The SIO serves as a subject matter expert on Intelligence Community Directive 203 analytic tradecraft standards and structured analytic techniques and practical application of these analytic standards and techniques to write and complete finished intelligence analysis. SIOs initiate innovative solutions to improve judgments of nation-state adversary intent and capability, and opportunity analysis and identify reliable indicators of future nation-state activity. As the tradecraft subject matter expert, the SIO mentors intelligence analysts in the production of tailored all-source finished intelligence assessments. In addition to leading tradecraft in NST, the SIO should also, Serve as a subject matter expert on nation-state threats to the homeland and critical infrastructure. Apply technical expertise to direct analysis of DHS-derived data for use in all-source finished intelligence products to guide nation-state threats and resiliency efforts of State, local, tribal, territorial, private sector, DHS, and Federal civilian customers. Develop and present all-source finished intelligence briefings to provide senior leaders in the civilian Federal agencies and departments, Congress, State, local, tribal, and territorial agencies, and the private sector with a critical understanding of the nation-state cyber threat environment. Performs other duties as assigned.

Requirements

  • Must be able to obtain/maintain a TS/SCI Security Clearance.
  • This is a Testing Designated Position (TDP) and is covered by the Department of Homeland Security Headquarters Drug-Free Workplace Program.
  • Must be a U.S. Citizen.
  • Overtime may be required in response to a significant event.

Qualifications

Specialized Experience: To qualify for the GS-15 level, you must possess at least one year of specialized experience equivalent to the GS-14 grade level in the Federal service, or comparable experience not gained through Federal service. You must have one year of specialized experience that has provided the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position. This experience is defined as: Demonstrated knowledge of traditional Intelligence Community analytic tradecraft and principals of analytic writing; Expert writing, verbal communication, and critical thinking skills; Experience in leading analytic teams; Demonstrated experience conducting first and second level reviews of all-source intelligence products; Sustained experience in producing formal, strategic analysis for external stakeholders; Experience working Nation-State Threat issues (economic security issues, counterintelligence, foreign investments, and subsequent analysis); Experience briefing senior IC leaders within current organization, and external to current organization. Knowledge in leading analytic production as a senior Team Lead, Senior Intelligence Officer, or Senior Intelligence Analyst; Subject matter expert on Intelligence Community Directive 203 analytic tradecraft standards and structured analytic techniques; Knowledge in policy and procedures for the production, and dissemination of intelligence products.

Substitution of education in lieu of specialized experience may not be used for this grade level.
