The primary purpose of this position is to support DHS as a Departmental Requirements Officer (DRO) in the Collection Management Division (CMD) Functional Management Branch, Office of Intelligence & Analysis (I&A) within the U.S. Department of Homeland Security (DHS).
Duties
The DHS DRO provides final validation and approval of DHS Geospatial Intelligence (GEOINT) collection requirements within GEOINT collection management and tasking systems. The position monitors, receives, and validates GEOINT requirement information to include essential elements of information, background, justification, and targeting, ensuring DHS wide GEOINT requirements comply with Intelligence Community (IC) GEOINT collection procedures. Additionally, the position assists DHS customers in identifying and developing GEOINT requirements, provides validation and advocacy for DHS GEOINT needs, and represents Departmental collection priorities regarding GEOINT. This duty locations for this position reside jointly at the Nebraska Avenue Complex (NAC) in Washington, DC and the National Geospatial-Intelligence Agency (NGA) in Springfield, VA.

Requirements
- Must be able to hold a TS/SCI Security Clearance.
- Must be a U.S. Citizen.
- This is a Testing Designated Position (TDP) and is covered by the Department of Homeland Security Headquarters Drug-Free Workplace Program.
- Occasional Travel - Overnight travel will be required.
- Overtime may be required in response to a significant event.
Qualifications
Specialized Experience:
To qualify for the GS-13 level, applicant must demonstrate at least one year of specialized experience equivalent in difficulty and responsibility to the GS-12 level in the Federal service, or comparable experience gained in the Private Sector and/or State, Local, Tribal, or Territorial (SLTT) government organizations.
The applicant must have one year of specialized experience that has provided the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position.
For this position, specialized experience is defined as providing leadership updates and course of action recommendations while handling complex short suspense taskings. Additionally, the incumbent will be responsible for advising decision-makers on methods and procedures for improving GEOINT collection management effectiveness, identifying areas for improvement, and potential conflicts arising from implementing new policies and procedures.
Qualifications and Evaluations: The competencies or knowledge, skills, and abilities needed to perform this job are:
Technical knowledge in collection management, with a focus on GEOINT collection management systems, processes, procedures, capabilities, and methods.
Experience or knowledge of prioritizing GEOINT collection efforts in support of stakeholder mission needs as well as knowledge and understanding of the intelligence cycle and the role of collection management within the cycle.
Ability to obtain cooperation and support to resolve policy and programmatic issues among stakeholders within and outside the Department, including other Federal organizations, SLTT government officials, external groups, and key government and Private Sector individuals.
Preparing and editing correspondence and executive-level documents for substantive accuracy, responsiveness, acceptable tone, grammar, style, procedural requirements, and compliance with policies.
Identifying issues or areas of concern that could impede timely and quality responses to tasks.
Skill in managing collaborative efforts including identifying goals, achieving consensus, and documenting issues.
Strong ability to understand and communicate complex intelligence issues to formulate and present briefings to senior personnel.
Knowledge of Department of Homeland Security component missions, functions, and authorities.
To qualify for the GS-12 level, applicant must possess at least one year of specialized experience equivalent to the GS-11 grade level in the Federal service, or comparable experience gained in the Private Sector and/or SLTT government organizations such as:
Experience and demonstrated knowledge in GEOINT collection prioritization processes.
Demonstrated ability to work in fast-paced environment.
Demonstrated initiative in planning, prioritizing, and completing own work activities to advance a programmatic mission.
Providing leadership advice on handling complex taskings to meet quick-turn deadlines.
Advising decision-makers on methods and procedures for improving the effectiveness of programs or administrative operations.
Knowledge of DHS I&A homeland security intelligence mission.
Experience in managing collaborative efforts including identifying goals, achieving consensus, and documenting issues.
Ability to understand and communicate complex intelligence issues to formulate and present briefings to senior personnel.
Substitution of education in lieu of specialized experience may not be used at this grade level.
To qualify for the GS-11 level, you must possess at least one year of the following: specialized experience equivalent to the GS-09 grade level in the Federal service, or comparable experience gained in the Private Sector and/or SLTT government organizations such as:
Understanding of collection disciplines and collection management regarding GEOINT.
Assisted with communicating/briefing moderately complex intelligence collection updates or problem sets to mid-level and senior leaders.
OR
Applicant qualifies at the GS-11 grade level if they possess one of the following:
One year of specialized experience, equivalent to the GS-09 grade level in Federal service, that demonstrates the ability to accomplish the performance requirements above; OR
A Ph.D. or equivalent doctoral degree; Three full years of progressively higher-level graduate education leading to such a degree;
OR
A combination of successfully completed graduate level education and specialized experience as described above. This will be calculated using your resume and unofficial transcripts or a list of courses/course hours submitted with your application.
NOTE: Only graduate education in excess of the first two years may be used to qualify for the GS-11 level.
