This position is located in the Office of Intelligence and Analysis (I&A), U.S. Department of Homeland Security (DHS), Collection Management Division (CMD).
Duties
The mission of I&A is to provide a full range of intelligence to support the Secretary and Department, as well as DHS partners and customers to protect the homeland. This position performs a range of substantive intelligence operations duties applying a thorough knowledge of intelligence gathering and dissemination methods and techniques to analyze and address complex projects and issues.
The primary purpose of this position is to serve as a Geographic Information Systems (GIS) analyst within the Collection Management Division. This position requires proven proficiency with the technical aspects of processing, documenting, and managing large, complex geospatial datasets and the ability to coordinate and collaborate with various customers. As a GIS analyst you will be responsible for exploring available intelligence data providing advanced analytics such as spatial, statistical, predictive, and link analysis to decision makers, that visually inform the organization of current trends, new trends, and previously unexplored insights gained from the perspective of "where". This position will support I&A analytic centers, as well as analysts throughout the DHS Intelligence Enterprise (IE).

- Must be able to hold a TS/SCI Security Clearance.
- Must be a U.S. Citizen.
- This is a Testing Designated Position (TDP) and is covered by the Department of Homeland Security Headquarters Drug-Free Workplace Program.
- Overtime may be required in response to a significant event.
Qualifications
Specialized Experience:
To qualify for the GS-13 level, you must possess at least one year of specialized experience equivalent in the difficulty and responsibility to the GS-12 grade level in the Federal service, or comparable experience gained in the Private Sector and/or State, Local, Tribal, or Territorial (SLTT) government organizations.
The applicant must have 4+ years of specialized experience that has provided you with the knowledge, skills, and abilities to successfully perform the duties of the position.
For this position, specialized experience is defined as providing leadership updates and course of action recommendations while handling complex short suspense taskings. Additionally, the incumbent will be responsible for advising decision-makers on methods and procedures for improving GIS analysis, identifying areas for improvement, and potential conflicts arising from implementing new policies and procedures.
Qualifications and Evaluations: The competencies or knowledge, skills, and abilities needed to perform this job are:
Technically proficient in in geodatabase management procedures.
Proficient with GIS data in ESRI ArcMap/ArcPro environments and ESRI software (ArcGIS Pro, ArcGIS Online).
Mastery of core ESRI ArcGIS Toolkit applications.
Experience with GIS programming/scripting utilizing Python, and database management/manipulation via SQL).
Expert knowledge of GIS systems, processes, and procedures, and an understanding of the methods, capabilities, and limitations associated with GIS analysis.
Reviewing mapping and analytical products to ensure they adhere to all relevant standards and revelations.
Ability to support findings and/or recommendations with data gleaned through the scientific process.
Development of databases, data analysis processes, and the creation of useable data-driven documents, maps, and reports.
Querying and analyzing multiple GIS themes and relational datasets.
Experience with data preparation, data management, GIS production workflows, cartography, spatial analysis techniques, and coordinate reference systems.
Experience with compiling and manipulating raster and vector datasets and developing repeatable workflows.
Vast experience or ability in developing GIS solutions to complex customer needs as well as knowledge and understanding of the intelligence cycle and the role of analysis within the cycle.
