This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-4 broadband level encompasses positions equivalent to GS-14 and GS-15.
You will serve as a Logistics Management Specialist for the Aegis Ballistic Missile Defense (BMD) Field Activity, Dahlgren, VA.
Duties
You will expertly advise the Ballistic Missile Defense (BMD) Program Manager and Missile Defense Agency (MDA) leadership on matters related to program cost, schedule and performance across the Ballistic Missile Defense System (BMDS).
You will work with leadership to establish life support strategy and influence system design for affordable operational effectiveness.
You will assess, manage and eliminate risks related to cost, schedule and performance.
You will develop acquisition logistics plans, schedules and objectives to meet Naval Sea Systems Command (NAVSEA) and MDA's objectives, goals and vision.
You will coordinate and identify near-term and long-term program requirements to ensure BMDS Sensors, Weapons Systems and/or Command, Control, Battle Management and Communications (C2BMC) meet mission objectives.
You will provide managerial and technical leadership to develop and implement successful BMDS integrated logistics operational policies, plans and assessments.
You will identify the kind and degree of logistics support needed and activities that will be involved in providing it.
You will review previous or similar logistics support efforts to assess relevancy to current mission assignments.
You will provide in-depth advice and consultation in the process of developing integrated logistics support (ILS) strategies, phase-in schedules, procedures and ILS inputs to budgeting documents.
You will represent the organization on ILS matters to other commands, agencies and the private sector.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-3 broadband level (GS-13 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Applying a mastery of integrated logistics support (ILS) principles to provide life cycle logistics support for weapon systems. Examples of qualifying experience may include (1) developing, revising, and/or interpreting Headquarters-level policies/procedures that serve as guidance to field activities; (2) knowledge of advanced logistics concepts, principles and practices to apply new developments, experimental theories and solve novel/obscure logistics problems; (3) functioning as a recognized ILS expert in meetings with top-level managers, foreign representatives, contractors and program participants from the U.S. Air Force and U.S. Army; (4) interpreting and defining long-range implications of ILS matters, e.g., life cycle ramifications of major system design modifications, shifts in strategic planning, or unexpected large-scale cuts in Defense appropriations.
