This position is located in the Office of the Program Executive Director, Program Integration Office (PIO) for the Department of Veterans Affairs (VA) Electronic Health Record Modernization Integration Office (EHRM-IO), within the Office of the Deputy Secretary of VA (DEPSECVA), where the incumbent serves as a (GOAL).
Duties
Knowledge and understanding of the organization, management principles, practices, methods, techniques, and skills in integrating management services with the general management of the Program Integration Office to process required actions.
Thorough knowledge and skill in applying analytical techniques and evaluative methods to issues or studies concerning all administrative and related management matters
Plan, organize, and negotiate effectively with management to accept and implement recommendations involving the management of programs, and initiatives.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday-Friday 8:00am-4:30pm Tour of duty will be determined based on organizational needs.
Compressed/Flexible: Available As determined by the Agency Policy and at the Manager's Discretion
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Provide a copy of your last or most recent SF-50, "Notification of Personnel Action" to indicate your current federal status. You must also submit additional SF-50(s) to clearly demonstrate one year time-in-grade as required in the announcement. If the most recent SF-50 has an effective within the past year, it may not clearly demonstrate that you possess one year time-in-grade. In this instance, you must provide an additional SF-50 that clearly demonstrates one year time-in-grade.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You qualify for the GS-12 grade level if you possess one year of specialized experience equivalent to the GS-11 grade level or equivalent pay band in the Federal service performing the following duties: You must have one year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization. Specialized experience: is an understanding of policy, regulations, and statue while also having a familiarity with relevant laws, regulations, and compliance requirements, related to healthcare and government data. Work experience in auditing, investigative work, financial analysis, or program evaluation is preferred.
You qualify for the GS-13 grade level if you possess one year of specialized experience equivalent to the GS-12 grade level or equivalent pay band in the Federal service performing the following duties: You must have one year of specialized experience equivalent to at least the next lower grade (GS-12) in the normal line of progression for the occupation in the organization. Specialized experience: is an understanding of policy, regulations, and statue while also having a familiarity with relevant laws, regulations, and compliance requirements, related to healthcare and government data.
