You will serve as an Interdisciplinary Engineer in theMilitary Sealift Command, Engineering Directorate (N7), Life Cycle Management Division (N75), N752A Engineering Typedesk Branch of MILITARY SEALIFT COMMAND.

Duties

You will serve as the Government Port Engineer (GPE) for assigned vessels, including those powered by steam and/or diesel and/or gas turbine and includes responsibility for the life cycle management of those ships. You will manage the ships Life Cycle Plan by reviewing, planning, and coordinating the maintenance, repair, and alteration activities requiring industrial assistance for assigned ships. You will serve as technical point of contact for issues related to shipboard readiness and maintenance and repair. You will perform field inspections of shipyards to determine maintenance capabilities in advance of ship maintenance contract awards. You will determine acceptability and technically approves OPCO plans, work items and cost estimates for maintenance and repair and ship alteration work for assigned ships. You will direct and coordinate development of root cause analysis of all types of shipboard equipment and systems failures including main and auxiliary machinery.

  • You will be required to obtain and maintain an interim and/or final secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require occasional travel from normal duty station. You must be able to travel on military and commercial aircraft.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Occasional overtime is required but not guaranteed on a regular basis.
  • This is a bargaining unit position.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to successfully complete a pre-appointment physical examination.

Qualifications

For GS-13: In addition to the Basic Education Requirements, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Applicant resume must demonstrate the following specialized experience: Experience in expert knowledge of a wide range of shipboard main and auxiliary systems, including main propulsion systems, electrical distribution systems, heating ventilation and air conditioning systems, refrigeration systems, firefighting systems, seawater systems, auxiliary boiler systems, and various piping systems. Experience in project management, including managing complex, schedule-driven, multidisciplinary projects. Experience with vessel operations and maintenance in both commercial and military environments. Experience in expert knowledge of regulatory body requirements (ABS, USCG, FCC, USPHS, etc.) for the design, maintenance, and repair of vessels. Experience in identifying, assessing, applying, and integrating a wide range of technical specifications to advise, consult, and collaborate with other engineering disciplines, management, senior leadership, and the ship's force. Experience in budgeting and financial management, including contracting, logistics, and purchasing processes in ship life cycle management, maintenance, and repair. Experience in effectively communicating, both orally and in writing, with various personnel, contractors, and representatives of other organizations on controversial and sensitive marine surveying and ship life cycle issues. Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
