You will serve as a SUPERVISORY GENERAL ENGINEER in the Engineering Department (Code 200) of MID ATLANTIC REGIONAL MAINTENANCE CTR.

Duties

You will serve as the senior authority and focal point for management and administration of resources in support of ship systems engineering efforts relating to the work of the Command. You will provide engineering consultation and direction for engineering issues and planning processes and exercise responsibility for the engineering functions connected with ship maintenance and Fleet Technical support. You will evaluate the total engineering program for attainment of objectives on a continual basis. You will support the Chief Engineer in the execution of his responsibilities as Technical Warrant holder for all technical issues. You will supervise and manage department operations, planning, and organization and direct, coordinate, and evaluate work. You will be responsible for department strategic planning and business plan development. You will make decisions on work problems presented by subordinate supervisors/leaders.

  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This position is considered Key/Non-Combat Essential. You will be required to provide immediate and continuing support of the expeditionary requirements in other than combat or combat support situations.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • As a Aquisition Workforce (AWF) member, Incumbent must complete 80 hours of Continuous Learning Points (CLPs) every two (2) years, in accordance with DoDI 5000.66.
  • Workforce members are encouraged to earn their CLPs by completing Defense Aquisition University (DAU) Credentials.
  • Obtaining certification within the allotted grace period and maintaining CLPs before and after achieving certification are conditions of employment.
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Demonstrating expert knowledge of Engineering Maintenance and Engineering Project Management. Demonstrating leadership and providing guidance in formulating comprehensive program plans and objectives to provide balanced, timely, economical, and effective execution of Command engineering programs. Identifying problems and program deficiencies, including engineering capability (core equities, technical stewardship, and interoperability), personnel and safety, determining actions necessary to assure program execution and accomplishment. Maintaining overall cognizance of the needs (education, training, and design and planning tools, etc.) of the Command technical staff to ensure they have the necessary expertise to successfully accomplish their job assignments. Developing and scheduling long and short-range plans and key events for work to be accomplished. Developing the staffing plan policy, personnel, and annual/multi-year budget for the department. Evaluating the effectiveness of operations supervised in terms of mission accomplishment, quality and quantity of standards, procedural, policy, and regulatory compliance and technical competence. Basic Requirements:
A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
OR
B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1 , or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.

2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.

3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.

4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all inclusive.)
