About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the ST-IC-W4VYAA US ARMY INTELLIGENCE AND SECURITY CMD.
Duties
Serve as the subject matter expert in intelligence systems, analytics integration, and AISR architecture for U.S. Army Intelligence and Security Command (INSCOM) Military Intelligence Brigades (MIBs) and designated National systems.
Represent U.S. Army Intelligence and Security Command (INSCOM) as the gaining command for the Army’s type classification, materiel release, fielding, and transfer processes in accordance with Army Regulation (AR) 700-142.
Act as the branch expert in the acquisition, fielding, and integration of new intelligence systems, analytics, and ground Airborne Intelligence, Surveillance, and Reconnaissance (AISR) architecture requirements.
Assist the Command in identifying and coordinating the modernization, upgrade, and lifecycle replacement of intelligence systems, analytics, and ground AISR architecture.
Identify systems, analytics, and Airborne Intelligence, Surveillance, and Reconnaissance (AISR) architecture gaps, formulating site transition plans and developing methodologies to fill these gaps.
Analyze mission resources and provide input on personnel, equipment, and funding requirements related to intelligence systems, analytics, and ground Airborne Intelligence, Surveillance, and Reconnaissance (AISR) architecture.
Coordinate Quick Reaction Capabilities (QRC) alternatives, including establishment, sustainment, maintenance, and termination when Quick Reaction Capabilities (QRC) has met utility.
Ensure solutions are in place when Program of Record (POR) alternatives are not available to support emerging requirements and missions.
Collaborate with various branches and units to implement and sustain intelligence systems and analytics.
Develop and manage strategies to integrate new technologies into existing systems.
Provide expertise on national and theater-level intelligence systems and architecture.
Facilitate communication and coordination among stakeholders to ensure effective system integration and operation.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Two year trial/probationary period may be required.
- In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
- All INSCOM employees may be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management.
- Must be able to obtain and maintain a Top-Secret security clearance based on a T5 (or equivalent level) investigation with eligibility for sensitive compartmented information (SCI).
- Temporary Duty (TDY) Travel may be required 25% or less of the time.

- Assisting in identifying intelligence systems and analytics integration needs and requirements for an organization.
- Participating in the preparation and/or revision of materiel fielding requirements documents, program management documents, test plans, or training plans for intelligence systems.
- Involvement in the acquisition and/or fielding processes of intelligence systems.
- Reviewing and/or approving intelligence products in support of modernization objectives.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-12)
Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.
