This position is located in the Office of the Program Executive Director (PED), Program Integration Office (PIO) in the Department of Veterans Affairs (VA) Electronic Health Record Modernization Integration Office (EHRM IO), within the Office of the Deputy Secretary of VA (DEPSECVA), where the incumbent serves as a Congressional Liaison Representative.
Duties
Provides technical advice and lends assistance and guidance to VA's Congressional Legislative Affairs office
Assists the Director of Program Integration with special assignments.
Applies knowledge of laws, regulations, policies, and procedures applicable to legislative and congressional activities.
Recommends the procedural framework for keeping the Director of Program Integration informed of developments in the legislative area.
Coordinates actions and maintains desired liaison relationships between and among Veterans Affairs Central Office (VACO).
Performs necessary research to furnish EHRM IO management.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
In this position, you will serve as Program Specialist (Congressional Liaison Representative). Typical work assignments include: The incumbent collaborates with the Program Director to develop required responses to congressional inquiries from members of Congress concerns/questions/issues relating to EHRM IO deployment of the modernization of the VA's electronic health record. The primary purpose of this position is to provide support to the Director, assist staff office and the VA's Office of Congressional Legislative Affairs (OCLA) in responding to congressional inquiries, timely submission, and conducting substantial research and analysis on correspondence and legislative issues that are sensitive and highly visible within EHRM IO.
Work Schedule: Monday-Friday 8:00am-4:30pm Tour of duty will be determined based on organizational needs.
Compressed/Flexible: Available As determined by the Agency Policy and at the Manager's Discretion
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/20/2024.
Provide a copy of your last or most recent SF-50, "Notification of Personnel Action" to indicate your current federal status. You must also submit additional SF-50(s) to clearly demonstrate one year time-in-grade as required in the announcement. If the most recent SF-50 has an effective within the past year, it may not clearly demonstrate that you possess one year time-in-grade. In this instance, you must provide an additional SF-50 that clearly demonstrates one year time-in-grade.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You qualify for the GS-12 grade level if you possess one year of specialized experience equivalent to the GS-11 grade level or equivalent pay band in the Federal service performing the following duties: You must have one year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization. Specialized experience: Congressional experience is assisting facility or higher-level Leadership with special assignments, studies and projects of a complex and difficult nature presented to the Members of Congress and their staffers which also may involve business and professional groups and Veteran Service Organization.
You qualify for the GS-13 grade level if you possess one year of specialized experience equivalent to the GS-12 grade level or equivalent pay band in the Federal service performing the following duties: You must have one year of specialized experience equivalent to at least the next lower grade (GS-12) in the normal line of progression for the occupation in the organization. Specialized experience: coordinating and synchronizing the daily administration and management of operations; composing, reviewing, approving, and editing outgoing correspondence on behalf of executive level leadership; gathering information, identifying, and analyzing issues, and developing recommendations to resolve substantive problems of effectiveness and efficiency of work operations.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: Work is basically sedentary and requires no special physical demands. It may involve some walking, standing, bending, or carrying light items. Travel by car, plane, and/or train may be required but not to exceed 10%.
