This position is located with the Bureau of Indian Affairs, Southwest Region, Branch of Property Management, in Albuquerque, New Mexico. You will be responsible for the control and management of diverse operations for government-owned real and personal property, space, and fleet management. NOTE: TRAVEL AND RELOCATION EXPENSES WILL NOT BE AUTHORIZED. ANY RELOCATION EXPENSES ASSOCIATED WITH REPORTING FOR DUTY WILL BE THE RESPONSIBILITY OF THE SELECTED EMPLOYEE.

Duties

Direct operations for supply management, property acquisition, utilization and disposal, warehousing, repair and maintenance services. Analyze data and prepares reports in accordance with Departmental, Federal regulations, and directives. Provide technical advice concerning property management functions and activities. Perform inventory and audit reviews to ensure compliance with Annual Financial Statement Audit. Monitor and evaluate Construction In Progress (CIP) reports to track the status of projects. Develop and implement inventory plans to ensure schedules are met. Conduct vehicle purchase and leased need analysis and monitoring of vehicle usage. Serve as Regional Fleet charge card coordinator to monitor and perform charge card audits. Plan work for subordinates, establish priorities and prepare schedules for completion by deadlines. Prepare the program budget for approval.

Requirements

  • Incumbent will be required to file an OGE-450, Confidential Financial Disclosure Report Form in accordance with 5 CFR Part 2634, Subpart I.
  • The pay flexibilities of a student loan repayment or relocation incentive may be authorized pending availability of funds and management approval.

Qualifications

EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standard for Administrative and Management Positions, Series 2003.) GS-13: Qualifying is1 year of specialized experience equivalent to at least the GS-12 grade level in the Federal service performing duties which include maintaining property management systems and procedures for accountability of real and personal property, space management, fleet management; coordinating supply management, property acquisition, utilization and disposal, warehousing and storage, inventory, motor vehicle management, space requests, copying and publication services, repair and maintenance services for occupied space; cataloging and determining excess and surplus property; conducting inventory and fleet charge card audits; monitoring projects in Federal property inventory systems. All qualification requirements must be met by the closing date of this announcement. Merit Promotion candidates must also meet time-in-grade requirements by the announcement closing date. Preference in filling vacancies is given to qualified Indian candidates in accordance with the Indian Preference Act of 1934 (title 25, USC Section 472). Additional selections may be made from this announcement if identical vacancies occur in the same location within 90 days from the closing date.
