This position is located in the Indian Affairs (IA), Deputy Assistant Secretary - Management (DASM), Office of Facilities, Property and Safety Management (OFPSM), Branch of Personal Property Management (BPPM) located in Albuquerque, New Mexico or Reston, Virginia.
Duties
Conducts human capital management responsibilities for subordinate staff to include staffing and recruitment, employee development, performance management adhering to the DOI performance management program, and employee conduct ensuring steps to timely address performance deficiencies of direct reports.
Interfaces with all levels of management within the Department, GSA, OMB, and other Federal agencies and may have contacts with tribes and Indian groups to improve property and fleet management programs within the organization. Provides training and technical support to BIA and BIE property management staff.
Initiates, directs, and coordinates studies and analyses to formulate IA positions on DOI property and fleet management policies and procedures. Advises and briefs the Director, OFPSM and other senior-level managers on issues involved in proposed changes and innovations in policy and regulation and makes recommendations thereon.
Evaluates property management processes and procedures to identify areas of risk and opportunities to mitigate and improve performance management and efficiencies.
Develops and implements BPPM initiatives for the annual OFPSM Strategic Plan, Departmental Fleet Management Plan, and Zero-Emission Vehicle Implementation Plan.
Ensures proper classification, identification, use, maintenance, care, accountability, inventory, and disposition of all personal property under IA control. Implementing and ensuring compliance with motor vehicle management policies and procedures consistent with Federal Government motor vehicle and fleet management regulations and requirements. Specifically, the accountability, maintenance, acquisition, assignment, utilization, and disposal requirements for IA-owned and leased vehicles and related services.

- This is a supervisory position. Under provision of the Civil Service Reform Act, first-time supervisors are required to serve a one year supervisory probationary period before their appointment becomes final.
Qualifications
EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards ).
Specialized Experience: To qualify at the GS-14 level you must have one year of specialized experience at or equivalent to the GS-13 grade level performing the following tasks: strategic planning, policy development and implementation, and oversight of a regional level or national level personal property and fleet management program to include leading and/or supervising employees in order to build a cohesive and productive team.
