DCSA's Background Investigations is looking for Personnel Security Specialists (Investigations Case Analyst) to be part of DCSA Investigations Quality Review. Duties

All U.S. Citizens who reside or currently employed in the Fort Meade local commuting area, which includes the District of Columbia and Baltimore City; Maryland counties of Anne Arundel, Prince George, Montgomery, Howard, Harford, Charles, Calvert, Carroll, Frederick and Baltimore; Adams County in Pennsylvania; City of Alexandria, VA; Virginia counties of Arlington, Stafford, Prince William, and Fairfax and all cities existing in Maryland, Virginia, and Pennsylvania within the geographic area bounded by the outer boundaries of the combined areas of the aforementioned counties. OR All U.S. Citizens who reside or currently employed in the Boyers, PA local commuting area, which includes the Pennsylvania counties of Butler, Clarion, Armstrong, Allegheny, Beaver, Lawrence, Mercer, Crawford, Erie, Venango, Jefferson, Indiana, and Westmorland; Ohio counties of Columbia, Trumbull, and Mahoning; and all cities existing in Pennsylvania or Ohio within the geographic area bounded by the outer boundaries of the combined areas of the aforementioned counties. As a PERSONNEL SECURITY SPECIALIST (INVESTIGATIONS CASE ANALYST) you will be responsible for the following duties:

Requirements

  • Must be a US citizen

  • This is a Drug Testing designated position
  • Position is a (DCIPS) position in the Excepted Service under U.S.C. 1601
  • Work Schedule: Full Time
  • Overtime: Occasionally
  • Tour of Duty: Flexible
  • PCS (Permanent Change of Station): Not Authorized
  • Fair Labor Standards Act (FLSA): Non-Exempt
  • Financial Disclosure: Not Required
  • Telework Eligibility: This position is telework eligible, but is not a full time telework position. The incumbent will be required to report to the office on a routine basis.
  • If selected, the incumbent must obtain and maintain appropriate security clearance as indicated in job announcement.
  • May be required to work other than normal duty hours, which may include evenings, weekends, and/or ho1idays and/or overtime.
  • Work may occasionally require travel away from the normal duty station.
  • Must successfully complete the Investigations Case Analyst Program (ICAP) or any legacy training equivalent training course for you to be able to perform Personnel Security Specialist (Investigations Case Analyst) work for DCSA-BI.
  • Must obtain a passing score on written and practical tests measuring attainment of knowledge objectives.
  • Failure to successfully complete the ICAP including successful passage of the written and practical tests, will result in removal from the Personnel Security Specialist (Investigations Case Analyst) position.

Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade (GS/GG-05) in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Communicating orally and in writing; writes in a clear, concise, organized, and convincing manner; writing and editing business correspondence; understands and interprets written material, including technical material, rules, regulations, instructions, reports, charts, graphs, or tables; applies what is learned from written material to specific situations; use of computer software systems; OR a conferred bachelor's degree (or equivalent). Specifically you will be evaluated on the following competencies: 1. Flexibility - Is open to change and new information; adapts behavior or work methods in response to new information, changing conditions, or unexpected obstacles; effectively deals with ambiguity. 2. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 3. Writing - Recognizes or uses correct English grammar, punctuation, and spelling; communicates information (for example, facts, ideas, or messages) in a succinct and organized manner; produces written information, which may include technical material that is appropriate for the intended audience. 4. Self Management - Sets well-defined and realistic personal goals; displays a high level of initiative, effort, and commitment towards completing assignments in a timely manner; works with minimal supervision; is motivated to achieve; demonstrates responsible behavior. 5. Reasoning - Identifies rules, principles, or relationships that explain facts, data, or other information; analyzes information and makes correct inferences or draws accurate conclusions.
