This position is in the Office of the Under Secretary for Management (M). The Under Secretary for Management is the State Department's representative on the President's Management Council and is the Department official responsible for implementing the President 's Management Agenda (PMA). This position serves as a Senior Advisor to the Under Secretary (M) responsible for a range of significant and confidential responsibilities.
Duties
Applies a wide range of qualitative and/or quantitative methods in the analysis, assessment, and development of legislative support policies to make recommendations to the Under Secretary. Develops approaches for achieving goals and objectives.
Leads efforts to synchronize legislative support activities. Counsels, provides authoritative advice and instructions, and ensures the Under Secretary's and Senior Bureau Officials' orders, directives, instructions, and policies are carried out.
Provides policy makers with authoritative information, analysis, and a basis for decisions affecting major policies and proposals that affect the activities and operations of the executive and legislative branches of the Federal Government.
Exercises delegated authority to speak for and represent the Under Secretary and serves as a liaison with officials in the Executive Branch, Department, other government agencies, White House, Congress, and private sector.
Establishes and maintains working relationships with the Department, Congress, and federal agencies for purposes of resolving conflicts and assuring optimum of coordination of legislative programs and operations of high priority or special emphasis.

- Must be able to obtain and maintain a Top Secret security clearance.
- Obtain/maintain eligibility to access Sensitive Compartmented Information
Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience providing expert analytical and advisory support in the planning, development, and execution of policy.
Experience assessing the political conditions in which policy decisions are made in order to propose solutions.
Experience persuasively explaining and defending Bureau/Department policies to senior agency officials in order to influence high ranking officials and stakeholders.
There is no substitute of education for specialized experience for the GS-15 position.
