This position is aligned under the Health Administration Service with the Veteran Transportation Section (VTS) at the William S. Middleton Veterans Hospital, 2500 Overlook Terrace, Madison, WI 53705. The primary purpose of this position is to manage the VAMC Veteran Transportation Program to include supervision of Veteran Transportation schedulers, drivers, beneficiary travel clerks and other related staff.

The Mobility Manager develops, analyzes, evaluates, advises on, or improves the effectiveness of work methods and procedures, manpower utilization, distribution of work assignments, delegation of authority, management controls, information and documentation systems, and similar functions of management.
Major Duties:
Plans, develops, evaluates, markets, and directs administrative activities in the Veteran Transportation Program (VTS).
Interprets and implements policies and procedures.
Develops transportation resource networks to inform and educate veterans.
Develops management plans, procedures, VAMC policy memorandums, SOP's, and methodology at the Medical Center.
Analyzes and evaluates transportation functions and activities being considered for conversion to contract operations.
Process reimbursement for veterans who are travel eligible using the Beneficiary Travel Self-Service System (BTSSS).
Identifies resources required to support varied levels of program operations.
Reviews administrative audits and investigative reports to recommend appropriate changes to ensure compliance.
Defines plans, develops, and implements controls and procedures for all VAMC transportation of veterans.
Prepares formal oral and written reports and presentations.
Prepares replies to inquiries from members of Congress, other government agencies, and individual veterans.
Assure all applicable statutes, regulations and policies regarding the Americans with Disabilities Act (ADA) requirements are followed.
Participates in special studies for and/or recommends changes for improvements in work methods, policies and procedures.
Conducts special cost benefits analyses, studies, reports, surveys, inquiries, and evaluations of various modes of beneficiary transportation.
Represents the VAMC, as needed, in meetings, workshops and conferences at the local VISN and national level.
Performs and coordinates personnel actions, maintains personnel-related records such as performance ratings, position descriptions, awards and proficiencies for assigned staff.
Performs administrative and personnel management functions relative to staff supervised.
Establishes guidelines and performance expectations for staff.
Provides orientation for new staff regarding the role and functions of the VTP.
Performs analysis utilizing various software programs to capture and analyze data for workload, staffing reviews, and comparisons.
Additional duties or tasks may be assigned to ensure efficient daily operations.
Work Schedule: Full-time; Monday through Friday; 8:00am to 4:30pm
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/30/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS -11 position you must have served 52 weeks at the GS-10. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
Grade Requirements:
Must possess one (1) full year of specialized experience equivalent to at least the next lower grade level GS-09 in the federal service that equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the transportation functions of this position to be filled.
Examples of specialized experience would typically include, but are not limited to:
Working knowledge of state and federal laws, regulations, and policies, pertinent to the operation of a passenger and patient transportation programs;
Working knowledge with the analysis of data and evaluation of information for an efficient and effective management of an operation and/or program;
Knowledge of the Americans with Disabilities Act (ADA) requirements regarding vehicles and all applicable statutes, regulations and policies regarding transporting the disabled;
Skill identifying problems, gathering relevant data, assess the data, develop and implement ideas for improvement;
Working knowledge of the Beneficiary Travel Self-Service System (BTSSS) and processing reimbursement for veterans that are travel eligible;
Skill in written and oral communication principles and techniques, analytical methods, and interpersonal relations practices,
OR;
GS-11 Education:
Applicants may substitute education for the required experience. To qualify based on education at this grade level you must possess a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or LL.M., if related to the position to be filled. OR;
GS-11 Combination:
Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond 2 1/2 years of graduate study related to the position to be filled. (Transcripts Required)
