This vacancy is for a Human Resources Specialist (Information Systems) in the Office of Human Resources Information Technology (HRIT), Office of Human Resources Management (OHRM), Office of Chief Financial Officer and Assistant Secretary for Administration (CFO/ASA), Office of the Secretary within the Department of Commerce.
Duties
As a Human Resources Specialist (Information Systems), you will perform the following duties:
Serve as an expert on available talent technology to ensure the Department's talent functions remain efficient and competitive, while also providing recommendations to improve workforce and Human Resources (HR) process data, Information Technology (IT) systems, and technology-enabled functions.
Assist in the development of strategic and tactical plans to support Human Capital (HC) program initiatives; supports the development, implementation, and evaluation of HC programs in response to directives and/or mission requirements, including new laws, regulations, and interagency guidance.
Implement innovative analytic and technology-focused solutions to diagnose organizational challenges and improve operational effectiveness.
Participate in working groups and meetings to collaboratively assess specific talent technology needs, inform senior management and subject matter experts of assessment results, and coordinate the implementation of new talent technology solutions or enhancements.
Compile, analyze, and present research pertaining to HC/HR initiatives, based on an understanding of workforce issues, knowledge of employee data, and skills in quantitative and qualitative analysis.

Qualifications

Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
This position is being filled under the DOC Alternative Personnel System (CAPS). The system replaced the Federal GS pay plan structure. Under CAPS, positions are classified by career, pay plan, and pay band. Non supervisory positions cap out at interval 3 of the band.
The ZA-IV is equivalent to the GS-13/14 grade levels.
SPECIALIZED EXPERIENCE: To qualify at the ZA-IV level, you must possess one full year (52 weeks) of specialized experience equivalent to the ZA-III or GS-12 in the Federal service. Specialized experience is defined as:
Assisting with the selection and/or administration of organization talent technology solutions, such as learning and performance management systems;
Populating and performing quality checks on analytical products and/or project planning materials involving workforce data, human resources operational efficiency information, and/or policy compliance content; and
Researching and monitoring federal statutes, regulations, and legislative proposals containing requirements related to talent technology solutions and related data.
