Duties
Serves as the expert and technical authority for all safety and occupational health programs. Develops, organizes, and administers the statewide safety and occupational health program.
Analyzes, monitors, and evaluates safety and health activities within a variety of program areas such as cadastral survey, engineering, fire, oil and gas operations, construction operations, HAZMAT, etc.
Provides guidance to employees, managers, and other Safety Officers to effectively implement and sustain safety and occupational health programs and identify and eliminate unsafe working conditions.
Works on initiatives with the National Headquarters (HQ) Office and the National Operations Center (NOC) to develop and implement national policy and procedures for the program.
Coordinates with program leads to develop and implement safety procedures concerning visitor use, wild horse and burro, mining, oil and gas, etc. In some cases standard procedures are not available and may need to be developed for unique situations.
Researches and interprets OSHA regulations and ensures compliance with applicable regulations that apply to the BLM. Administers OSHA mandated programs such as hazardous noise and hearing conservation; blood-borne pathogens; lockout/tag out, etc.
Manages an operational risk management program for the state. Ensures risk management considerations are properly integrated into major policy and program decisions for the State.
Conducts annual safety and health inspections on BLM facilities to ensure compliance with safety, health, sanitation, OSHA, HAZCOM, National fire Administration, National Fire Protection Association life safety and health and other standards.
Serves as the chief investigator for national level serious accident investigations as appointed. Assists Tort Claim officer with tort claim investigation reports regarding property damage and/or injury to non-government personnel.
Implements employee unsafe/unhealthy reporting policy and system to provide employees a way to report Insafe working conditions. Utilizes safety databases to record and analyze incidents, injuries, and occupational illnesses for trend analysis.
Develops and conducts formal and informal training sessions in various topics such as basic safety concepts, defensive driving, personal protective equipment usage, hazardous material control and storage, general work safety awareness, etc.
May be subject to 24 hour call back.

Qualifications

In addition to the IOR, you must possess one (1) full year of specialized experience at or equivalent to the GS-12 level that is equivalent in difficulty and complexity as indicated by the following examples: Administering a safety and occupational health program ensuring that safety and health policies, procedures and practices are sufficient to eliminate or control potential hazards. Developing, communicating, and implementing an organizational wide safety and occupational health strategy to prevent accidents, injuries, and resource loss. Conducting surveys, inspections, and audits of facilities, operations, equipment, and programs to determine adequacy to protect the safety of workers, public, environment, and facilities. Preparing clear, concise, grammatically, and factually correct reports that include recommended improvements, findings, root cause analysis, potential hazards, and potential impact to the workplace. Providing training, guidance and awareness to supervisors and employees to reduce risk of injury. Education may not be substituted for specialized experience at this grade level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.
Physical Demands: Work requires regular and recurring physical exertion related to frequent inspections and surveys requiring standing, walking, climbing, bending, crouching, stretching, or similar movements. May be required to lift and carry moderately heavy objects. Investigations may require walking or hiking on uneven terrain.
Work Environment: Work is primarily in an office setting, some work may occur outdoors. Field work may involve exposure to hazards, unpleasantness, and discomforts such as industrial sites, irritant chemicals, wildfire environments, physical stresses, high noise levels, adverse weather conditions, insects, and poisonous plants. Protective equipment and clothing may be needed including hard hats, ear muffs, goggles, gloves, etc. Some travel will be required by vehicle, aircraft, or watercraft.
Education
This position has an individual occupation requirement that must be met in order to be considered. Applicants must meet the below education OR experience to be considered.
Undergraduate and Graduate Education with a major study in safety or occupational health fields (safety, occupational health, industrial hygiene), or a degree in other related fields that included at least 24 semester hours of study from among the following disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology.

Experience in or related to safety and occupational health that provided the specific knowledge, skills, and abilities to perform successfully the duties of the position. Examples of qualifying specialized experience include: Managing safety or occupational health program elements. Developing and recommending safety and occupational health policy to higher levels of management. Applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements. Developing safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards. Developing or implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses. Analyzing or evaluating new and existing jobs, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards. Designing or modifying workplaces, processes, products, or other systems to control or eliminate hazards. Inspecting or surveying workplaces, processes, products, or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards. Training of workers, supervisors, managers, or other safety and occupational health personnel in safety or occupational health subjects. Work in occupational fields such as industrial hygienist, safety engineer, fire prevention engineer, health physicist, and occupational health nurse.
