About the Position: Incumbent serves as a Safety & Occupational Health (S&OH) Specialist for the Army Corps of Engineers, Sacramento District.

Duties

Performs a variety of duties in support of the District Safety and Occupational Health program. Recommends changes and modifications as required. Makes frequent safety surveys of construction, O and M projects, and public use areas to determine whether prescribed safety measures and standards are being applied and to advise on various safety problems. Attends pre-construction conferences to advise and assist resident/project engineers and contractor personnel in both standard and specific safety and health items related to the construction effort. Reviews and analyzes statistical data relative to accident experience and hazards; participates in making independent investigations, studies, reports and recommendations pertaining to methods, work procedures, equipment, etc. Participates with District Safety Manager in maintaining a comprehensive program in the evaluation and promotion of safety by procuring and distributing accident prevention material such as posters, movies, pamphlets, etc. Reviews contractor's safety program proposals for conformance with safety standards, procedures and codes. The program covers all functional areas of the Army's basic Safety program for both military and civil contract operations. At the full performance level (GS-12), duties are as follows: Inspects USACE-owned and operated facilities as well as public recreation areas to identify safety and health hazards. Conducts construction safety inspections at a wide variety of diverse and complex military and/or civil works construction projects including marine work (dredging; stream bank protection); dam reconstruction etc. Collaborates with design engineers, geologists, biologists, chemists, and other specialists in the development of project plans, designs, and specifications to ensure the safety of District employees, contractors, and the general public. Reviews contractor and government near miss incidents and accident reports to ensure information is thorough, casual factors identified, and appropriate control measures recommended to prevent reoccurrence. Develops and conducts training on various safety and occupational health topics.

  • Must obtain and maintain a valid state issued driver's license.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes safety program management, accident prevention and control, safety education and specific safety and health issues related to construction projects. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree with a major study in safety or occupational health fields (safety, occupational health, industrial hygiene), or Ph.D or equivalent doctoral degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Policy DevelopmentProgram ManagementSafety and Health Training and EducationWriting Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
