Duties
This position serves as the Supervisory Procurement Analyst (Assistant Director, Procurement) for the Procurement Staff in the Office of Administration for the Criminal Division. The Assistant Director is an essential advisor in contractual matters to top management in the Division, and is responsible for ensuring full procurement and contracting services are provided to Sections and Offices in the Division.
The Assistant Director is responsible for:
Supervising and directing the day to day operations of the Criminal Division's Procurement Staff by providing technical and administrative direction, assigning and reviewing work, and setting and adjusting priorities.
Advising the Executive Office and section leadership on the full range of contract administration actions.
Serving as a subject matter expert on the organization's automated procurement system.
Overseeing all stages of the procurement process; leading team in analyzing, developing and establishing the contractual strategy for complex procurement requirements.
Overseeing the program for procuring the services of expert witnesses.
Managing and completing projects for the Director that support new or emerging requirements to include directing the life-cycle process of projects by initiating, planning, executing, controlling, and closeout.
Providing oversight and ensuring compliance of procurement policies and procedures based on need and changes or new requirements, and recommends implementation to the Director and Executive Office.
Ensuring procurement involving international activity is in compliance with all regulations and Department policy including any extraordinary requirements related to international purchases.
Overseeing the Division's Contracting Office's Representative (COR) program.

Qualifications
To qualify for this position, you must meet all the requirements listed below:
Education: A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (Exceptions to this requirement will be made for current employees who occupied a GS-1102-14 position on January 1, 2000).
Training: Certification at either Defense Acquisition Workforce Improvement Act (DAWIA/Contracting) Level II or Federal Acquisition Certification in Contracting (FAC-C) Level II.
Experience: Four (4) year's experience in contracting or related positions, at least one of which must be specialized experience at the GS-13 grade level. Examples of specialized experience include: developing procurement plans for acquisitions of large and/or complex multiple year projects; working with the full spectrum of contract administration of pre-award planning and decision making to post award administration and closeout; providing contract and business analysis recommendations to senior management; and drafting or implementing new or revised procurement policies and procedures.
