This position is located in the Division of Administration, Acquisition Services Branch, FDITech and IT Professional Services and provides expert advice and assistance on a wide range of contract actions, supporting all phases of the contracting process for the Corporation.

Duties
Provides expert advice and assistance to ASB personnel supporting all phases of the contracting process, including but not limited to planning, solicitation, evaluation and administration of contract actions. Performs a broad range of training and coaching duties involving all personnel within the section and project management personnel.
Plans, solicits, evaluates, negotiates and administers contractual actions for the Corporation from pre-award planning through post-award contract administration for projects of the most complex and sensitive nature.
Responsible for assurance of compliance with acquisition policies and procedures, related laws and regulations, internal policies, circulars and directives that impact the procurement process and sound business practices.
Develops, recommends and implements policies, procedures, for specialized contracts and acquisition programs for which no specific guidelines or criteria have been developed.
Research and provide technical guidance to project teams on complex issues, such as contract structure, negotiation strategies, and performance management in support of client's requirements. Research and recommend innovative and strategic contracting approaches as appropriate.
Participates with contracting professionals and project managers in providing procurement guidance and program support activities to project directors, program and oversight managers, and other program office personnel throughout all phases of the acquisition process.
Prepares and makes presentations and briefings involving a wide range of matters, procedures or issues involving acquisition management and procurement activities. Audiences include the most senior management throughout the Corporation and with high level contractor personnel and other representatives of commercial and governmental organizations.
Qualifications
Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Basic Requirement:
Applicants must have a combination of Choices 1 AND 2, OR Choice 3
At least 4-years of experience in contracting or related positions. At least one year of that experience must have been specialized experience equivalent to the grade 14, or higher, in the Federal service as defined below; and
A 4-year course of study leading to a bachelor’s degree, that included or was supplemented by at least 24 semester hours in any combination of accounting, business, finance law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management; OR
EXCEPTION: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade.
Experience: To qualify, applicants must have completed at least one year of specialized experience equivalent to at least the 14 grade level or above in the Federal service. Specialized experience is defined as experience serving as a Contracting Officer responsible for the execution, modification, or termination of agency contracts and responsible for the administration of contract and procurement requirements.
