This position is located in the Division of Administration (DOA), Acquistion Services Branch of the Federal Deposit Insurance Corporation in Washington, D.C. Salary reflects a pay cap for this position of $275,000.  

Duties

Directs, supervises, advises and participates, as necessary, in all aspects of the acquisition process from pre-award planning through post-award contract administration. This includes, but is not limited to, the preparation and issuance of solicitation documents, source selection guidance and the negotiation, drafting, execution, administration and closeout of contractual actions within established regulations, policies and procedures. Requirements may include, but are not limited to, information technology requirements, major systems installations, construction and build-out, resolutions and receiverships, asset management and other contracting needs required by program offices within the FDIC. Utilizes Contracting Officer's warrant to execute contractual documents in accordance with delegated authority. Reviews and/or recommends Contracting Officer warrants for subordinate staff as appropriate. Coordinates contract activities with other corporate programs, including, but not limited to, those outreach activities related to fostering Minority and Women-Owned Business (MWOB's), small business and small disadvantaged business participation, and audits and reviews conducted by the Office of Inspector General and others. As required, visits contractors' sites for both pre-award and post award purposes, regional offices for liaison purposes or to support internal reviews to assess contractual needs, procurement services, or adherence to internal acquisition policies and procedures, and attends outreach conferences and training as necessary. Prepares and makes presentations and briefings involving a wide range of matters, procedures or issues involving acquisition management and procurement activities. Audience may involve the most senior boards or committees to small groups internally or to program offices. Meets with high level officials, as well as employees at other levels, on acquisition issues, sensitive and personal confidential matters; and in establishing and maintaining effective working relationships with officials throughout the FDIC, contractors, general public and other Federal agencies. Supports various acquisition process improvement initiatives and activities as well as industry and government policy and procedural developments within the acquisition field. Serves as or assigns members of project teams and work groups related to these and other acquisition initiatives. Prepares short- and long- term plans and strategies for the ASB Section led, aligning goals and objectives of Section and sub-components to align with overarching Branch and DOA commitments. Reviews, modifies, and/or contributes as a subject matter expert on the development, amendment, communication and implementation of acquisition policies, processes and programs across the FDIC. Exercises supervisory personnel management authority and performs the full range of performance management duties, to include planning, assigning, and reviewing work products of subordinates; establishing guidelines and performance expectations; and, evaluating work performance and providing feedback to others on their performance. Identifies training and developmental needs for staff and provides regular recognition of staff. Works in collaboration with the appropriate Human Resources and Legal staff to administer disciplinary action. Hears and resolves grievances or other disputes as appropriate. Qualifications

To meet the minimum qualifications, applicants must possess the leadership and technical experiences listed below. These qualifications would typically be gained through serving in roles that require managing projects/teams or guiding the technical work of others. Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, skills, and abilities, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. MINIMUM QUALIFICATIONS: All applicants must submit a resume that addresses each minimum qualification experience. Leadership Experience: Experience in leading and coordinating projects, including establishing expectations, reviewing work products/services, monitoring progress, and providing guidance and feedback to team members; AND Leadership Experience: Experience in setting performance expectations; assessing employee performance; providing recognition and rewards; providing feedback and development opportunities; addressing performance or conduct issues; and participating in recruitment and hiring activities. Technical Experience: Experience in providing advisory services to high-level officials and/or executive managers on a variety of high-impact, sensitive, and/or highly complex acquisitions; ensuring appropriateness of acquisition strategy and methods, and convincing decision-makers to utilize best practices; AND Technical Experience: Experience in leading collaborative working groups reviewing and/or developing broad acquisition policies and/or program development, including project or program planning, assigning and evaluating work, providing feedback, and ensuring final products align with expectations.

Education

A 4-year course of study leading to a bachelor’s degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

EXCEPTION: Candidates who encumbered positions in the 1102 series at the grade 15 level as of January 1, 2000, may be considered for noncompetitive reassignment to this position without meeting education requirements.
