Duties

As a Environmental Protection Specialist, you will: Serve as an agency technical authority providing expert advice and assistance to regional Environmental Protection Specialists (EPS) who implement EDA procedures for compliance with the National Environmental Policy Act of 1969 and other environmental legislation affecting the agency's program activities Coordinate and oversee the EDA environmental responsibilities. Represents the agency at conferences, public hearings and meetings dealing with environmental matters of interested public groups and local, state, and federal agencies. Lead the development and revision of regulations, guidelines, and policy required to support the agency's environmental responsibilities. Deploy and improve EDA procedures related to environmental responsibilities for compliance with National Environmental Policy Act of 1969 and other environmental legislation affecting the agency's program activities. Review and support work from Environmental Protection Specialists (EPS) when necessary, advising the Deputy Assistant Secretary for Regional Affairs and Regional Directors on environmental matters. Serves as an agency technical authority providing expert advice and assistance to regional EPSs who implement EDA procedures for compliance with the National Environmental Policy Act of 1969 and other environmental legislation affecting the agency's program activities. Identify and communicate key environmental policy issues and priorities, designs analyses, evaluates alternative agency strategies, and makes definitive recommendations to senior management. Develop measures and controls for mitigating or avoiding adverse impacts associated with EDA projects; provides guidance in resolving post approval environmental problems; monitors compliance with environmental legislation, Executive Orders, and regulations. Collaborate with agency program staff and leadership for the purpose of assisting them to incorporate environmental considerations and factors into the grant making process. Work closely with the Office of Chief Counsel (OCC) on environmental litigation matters; alerts counsel to potential problem cases; prepares necessary background material on litigation and advises on the position the agency should take in court, and when necessary, serves as expert witness. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. To qualify at the GS-14 level: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-13 in the Federal service. Specialized experience is defined as experience: Researching, analyzing, and/or developing environmental actions for compliance with environmental laws, regulations, and executive orders, including the National Environmental Policy Act (NEPA) and the National Historic Preservation Act (NHPA); and Coordinating research and analysis of grant making policies and procedures for environmental protection; and Conducting environmental reviews of federal grant proposals and actions to assess compliance with state, and federal environmental laws; and Developing communications with cross-agency, departmental and/or inter-agency personnel relative to environmental policy and procedures. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
