The ND-05 pay band encompasess positions equivalent to the GS-14 and GS-15.
Duties
You will provide management oversight and leadership to ensure that division manufacturing processes have the required material resources necessary to meet project execution schedules and delivered products meet quality requirements.
You will be responsible for implementing the division's strategic initiatives by assessing specific facility, equipment, and process improvements to ensure each is adequately aligned with those initiatives.
You will ensure that employee training programs are effective, complete and adaptive such that the division's employees are well-prepared for their near-term and future mission requirements.
You will be responsible for approval of procurement-related requirements documentation and effectively communicating the division acquisition needs/priorities during meetings with the Contracting Department (Code 02) and stakeholders.
You will be responsible for providing leadership and guidance to the division's effective implementation of the Command's Quality Management System (QMS).
You will provide facility maintenance and improvement coordination through Capital Improvement Program (CIP) and Sustainment, Readiness and Modernization (SRM) Program submission reviews.
You will represent the division at various programmatic reviews to include sponsor-led Program Management Reviews (PMRs), internal program reviews and high visibility process audits, and will review and approve manufacturing cost estimates.
You will be the primary back-up to the Division Director in all circumstances and may be assigned to lead various short-fuse data calls, respond to plant emergencies and attend interdepartmental meetings on the director's behalf.
You will promote the division's continually improving safety culture by complying with all safety requirements and highlighting both safety concerns and successes during plant walk-throughs and building inspections.

- Incumbent is regularly exposed to the hazard of propellants, chemicals, explosives, and equipment and machinery.

Qualifications
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, ND-4 (GS-12/13 grade equivlanecy) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: as a professional engineer, providing programmatic and technical leadership for planning, managing, and executing manufacturing projects involving test, evaluation, development, and quality control of explosives & energetics systems to develop and assess engineering processes and procedures for improvement and efficiency of warfare systems programs.

Education
APPLICANTS MUST MEET THE FOLLOWING BASIC EDUCATION REQUIREMENTS FOR 08XX:
Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
